Project Overview The City of Warren Water Department is soliciting Statements of Qualifications (SOQs) from qualified engineering, consulting, and professional service firms to provide planning, analysis, design, and other as-directed general services on an as-needed basis. This contract will establish On-Call Engineering Services (OCES), with tasks that may include: o Regulatory compliance and grant support o Planning and program development o Design and engineering o Modeling and system analysis o Asset management and geospatial information system (GIS) services o Process and system optimization o Technical consultation o Additional related services as directed by the City Work under this contract is expected to commence in late 2025 and may extend through 2029, with the potential to continue beyond based on project complexity and progress. Scope of Services The scope of OCES work may include, but is not limited to: o Regulatory Compliance and Grant Support - Interpretation of federal, state, and local regulations; permit application preparation and submission; grant identification and pursuit; funding documentation; and serving as liaison with regulatory agencies. o Planning and Program Development - Facility master planning, capital improvement strategies, long-range water system assessments, feasibility studies for infrastructure upgrades, and strategic growth initiatives. o Design and Engineering - Detailed design for water distribution, treatment, and storage facilities, including construction documents, technical specifications, cost estimates, and bid assistance. o Modeling and System Analysis - Hydraulic and water quality modeling, network optimization, and system performance analysis. o Asset Management and GIS Services - Development and maintenance of asset management systems including inventory, condition assessment, lifecycle planning, and GIS mapping and integration. o Process and System Optimization - Evaluation of treatment processes, distribution networks, and operational protocols to improve reliability, sustainability and cost-effectiveness. o Technical Consultation - Urgent engineering response, troubleshooting, on-site evaluations, and stakeholder engagement support. o Additional Services - Other specialized engineering services as directed by the City.
