Site work and paving for a mixed-use development in Grimes, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; sidewalk / parking lot; and sidewalk / parking lot.
The S James Street & S 19th Street Improvements project includes reconstruction of S James Street from approximately 1300 feet south of S 19th Street to approximately 800 feet north of S 19th Street, reconstruction of S 19th Street from approximately 1200 feet west of S James Street to approximately 1200 feet east of S James Street. The project also consists of earthwork, PCC sidewalk pavement, water main, storm sewer, sanitary sewer, new traffic signalization, and other associated work generally located along S James Street between 1300 feet south of S 19th Street to approximately 800 feet north of S 19th Street and along S 19th Street approximately 1200 feet west of S James Street to approximately 1200 feet east of S James Street. The improvements include construction of approximately 38,700 CY of earthwork, 5,590 LF of RCP storm sewer between 12-inch diameter and 54-inch diameter, 50 storm sewer structures, 341 LF of 8-inch water main, 1,125 LF of 12-inch water main, 5,110 LF of 16-inch water main, 175 LF of 24-inch water main, 160 LF of trenched 8-inch Sanitary Sewer, 930 SY of 8-inch PCC pavement, 19,680 SY of 9-inch PCC pavement, 11,662 SY of 10-inch PCC pavement, 1,141 SY of PCC sidewalk, 6,358 SY of PCC Shared-Use-Path, temporary and permanent traffic signalization, subgrade preparation and treatment, modified subbase, subdrain, pavement removal, traffic control, pavement markings, erosion control, and miscellaneous associated work necessary to complete the project. Work on the improvement shall be commenced any time after a written Notice to Proceed is issued, no earlier than March 1, 2026 and no later than April 1, 2026, and shall be completed as stated below. The Notice to Proceed will be issued after the preconstruction conference, which is expected to occur in February 2026. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Grimes, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the City of Grimes. The bid shall contain no condition except as provided in the specifications. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible Surety approved by the City of Grimes and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Grimes from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of four (4) years from and after acceptance of the Contract. The Contractor shall substantially complete work associated with each stage prior to the dates listed below: Stage 1A: prior to July 24, 2026. Stage 1C: prior to September 4, 2026. Stages 1B and 1D: prior to October 31, 2026. Stage 2: prior to September 3, 2027. The final completion date for all work associated with all stages is September 30, 2027. Substantial completion for each phase shall be defined as all utility, grading, pavement, with the new streets, driveways, and sidewalks fully open to traffic and either the temporary or permanent traffic signal fully operational. Should the Contractor fail to substantially complete the work within the timeframe given for each stage, liquidated damages of One Thousand and Five Hundred Dollars ($1,500.00) per calendar day will be assessed for work not substantially completed within the designated Contract term(s). The City of Grimes does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
