The Carroll County Department of Recreation and Parks requests the services of a qualified paving Contractor to provide the expertise, work, labor, and materials for an HMA overlay and/or full depth paving to provide parking for a future pavilion. Piney Run Park is located at 30 Martz Road in Sykesville, MD. Question Deadline 01/30/2026 Bidders must submit their questions through the Public Purchase website, using the instructions below. Questions must be submitted five (5) days prior to bid opening PAVING - HOT MIX ASPHALT 1. This project is the installation of Hot Mix Asphalt (HMA) for a variety of vehicular and pedestrian uses. 2. Paving mixes will have aggregate sizes specified by location and utilize a Super Pave mix with a PG 64-22 Binder. All asphalt paving will be provided and installed in accordance with current ASTM standards, Maryland State Highway Administration and Maryland Asphalt Association standards for bituminous paving mixtures and installation. 3. HMA will be placed with a mechanical paver and compacted with a vibratory compactor of appropriate size and weight to perform this function 4. Refer to Maryland SHA Standard Specifications Section 501 - AGGREGATE BASE COURSES, for graded aggregate base. GAB depth will be a minimum of 6 inches. 5. Mill all tie-ins with existing asphalt. 6. Apply topsoil to pavement edges and allow for positive drainage. 7. Full depth Vehicular Pavements Parking: areas scheduled for full depth repairs will be 3 1/2 " HMA 19.0 mm Superpave (0.3 to 3 million ESAL) - Level 2 (PG 64-22) base course with a 1 1/2 " HMA - 9.55 mm Superpave (0.3 to 3 million ESAL) - Level 2 (PG 64-22) wearing course on a 6" compacted G.A.B. 8. Wearing Course Overlay - Level 2 (PG 64-22) 1 1/2 " - 2" depth on a milled surface. 9. The existing road will be milled and overlaid with 1-1/2" - 2" of top course from the end of taper to the end of the opposite taper. TOPSOIL 1. To be applied at pavement shoulders to promote positive drainage or lawn repair. 2. Topsoil will be clean and free of inorganic debris. Topsoil will be free of clay lumps, stones, roots or similar objects larger than one inch. Scarify existing soils to allow for proper adhesion. 3. Topsoil will be properly compacted and pitched to drain no greater than a 5:1 slope. SEEDING 1 To be applied at path and pavement shoulders to promote positive drainage or lawn repair/restoration. 2 Seed will be Jonathan Green Contractor's Grass Seed - Cool Season Lawn Seed (or approved equal) 3 Application rate of 1 pound per 100 SQFT. 4 Seed Cover will be clean straw with tackifier. Depth will be not less than 1 inch. PROJECT LAYOUT 1. There are no drawings depicting layout. Layout will be provided during the preconstruction meeting and just prior to construction, the Project Manager will provide layout stakes and/or pavement markings for parking, crosswalk, and pavements adjacent to the upper restroom. Contractor shall be responsible for maintaining control points, for properly adhering to all lines, grades and measurements for all the work executed under the Contract Documents. 2. Proposed parking spaces will be 9'wide. x 18' length with an 8' radius at roadway. Assume 3,250 sq. ft. full depth pavement on 6" G.A.B. 3. Accessible aisle will be 6' wide. Assume 120 sq. ft. full depth pavement on 6" G.A.B. 4. Vehicular pavements adjacent to restroom. Assume 1200 sq. ft. on existing gravel base. ADD ALTERNATE 1. 5. Increase road width an additional 4' in the project area. 6. Slopes for all proposed accessible parking facilities and access aisles will be no greater than 2% in any direction. Pitch to allow for positive drainage. This is strictly enforced. PARKING LOT STRIPING, PAVEMENT MARKINGS AND REGULATORY SIGNS 1. Parking lot and roadway striping, and symbols will be performed by a professional line striping Contractor. 2. Water-based acrylic line striping paints shall be used. Paint shall be Velocity, Professional Grade Traffic Paint manufactured by Sealmaster or equal 3. Regulatory Signs will adhere to MUTCD and Maryland State Highway Administration standards and will be 080" Engineering Grade Reflective Aluminum with pre-punched 3/8" mounting holes for installation with radius on corners. 4. Signs will be mounted on 8' long, 2" square hot-dipped zinc steel posts. Mounting holes are 7/16" in diameter. Break-away base shall be 3', embedded 2' - 8" with all necessary hardware. 5. Signs: Accessible parking signs, 12" x 18", MUTCD R7-8, Qty: 1. No Parking in Access Aisle, 12" x 18", MdMUTCD R8-1(2), Qty: 1. With White/Green Diagonal Arrow, 12" x 6" Slow Down Pedestrians Ahead. Black on Yellow. 12" x 18". Qty: 2. Owner will flag proposed sign locations prior to installation. 6. Symbols and Striping Accessible parking symbol, 57" blue square field with 41" white symbol that meets Federal specifications. Qty: 1. With accessible aisle painting. Painted crosswalk. Block style 12" painted white stripes @ 36" O.C. x 8' long. o Parking space striping. WHEEL STOPS 1. 6' Recycled rubber wheel stops with yellow stripes with asphalt mounting hardware supplied by Traffic Safety Warehouse. Item Number: STN-6Y ASPHALT (or approved equal). SPEED BUMPS 1. Supply and install yellow and black rubber speed bumps with U.V. protection with molded cat eye reflector tape and end caps as distributed by Traffic Safety Store - Item: 6' Easy Rider(R) Heavy-Duty Rubber Speed Bump. web: https://www.trafficsafetystore.com/speed-bumps-humps/rubber-6- hd#SBR6HDRB. Installation as per manufacturer's instructions. 2. Quantity: 6. 3. Surface mount with 14" Galvanized REBAR Spikes. Pre-drill holes to a 5" minimum depth. 4. Submittals are required for substitutions. 5. Owner to determine final locations. SCHEDULE OF WORK 1. Widen road to approx. 4' with full depth pavement (presently 20') and mill/overlay existing roadway to achieve desired cross-slope. Taper road to back 20' as directed. BASE BID. 2. Construct 20 parking spaces (1 ADA compliant) and accessible aisle. BASE BID. 3. Pave full depth staff parking behind existing restroom - approx. 1200 sq. ft. ADD ALTERNATE 1.
