Renovation of a municipal facility in Lakeland, Florida. Conceptual plans call for the renovation of a municipal facility.
The City of Lakeland Public Works - Facilities Maintenance Division is requesting proposals for services of qualified and experienced state certified General Contractors registered and licensed in the State of Florida, to perform all work outlined in the attached project technical specifications for the Request for Proposal for Preparation, Repairs, and Waterproofing of Exterior Walls at City Hall Background The site is a 3-story fully occupied and operational office building, reportedly constructed in the 1920s, with concrete beams, columns and slabs. The exterior finish of the building primarily consists of painted stucco with areas of uncoated aggregate panels and stone along the south, east, and west sides. A painted wood soffit exists at the top of the exterior walls. A decorative penthouse is present in the central portion of the building. Sheet metal, coping, and flashings are primarily copper. The building façade was recoated in 2015. RFP questions deadline:November 10, 2025, 5:00pm All Questions regarding this request for proposals shall be in writing and submitted electronically THE CITY OF LAKELAND IS SOLICITING SEALED PROPOSALS FROM QUALIFIED VENDORS TO PROVIDE:Preparation, Repairs, and Waterproofing of Exterior Walls at City Hall The Contractor shall provide all labor, supervision, equipment, temporary protection, tools, and materials necessary to complete the work in accordance with the project technical specifications, good construction practices, and overall requirements. The work includes but is not limited to adequate preparation, repairs, and waterproofing of all exterior walls at City Hall, as it follows: A. Exterior walls and columns: o Cleaning: 1. Use pressure washing or steam cleaning in combination with environmentally friendly cleaning agents to remove exterior wall staining and biological growth from the exterior walls, panels, and concrete columns. 2. Efflorescence: Use stiff-bristle, nylon brush to remove the excess salt build up, and then rinse the remainder. 3. Lime Run: Use diluted muriatic acid or professional cleaning product to remove lime run (calcium carbonate) build up from the stucco surface. Carefully remove heavy accumulations with sharp chisel or wire wheel grinder. Do not scratch or chip masonry surfaces. Scrubbing should always be done with a stiff, nylon-bristle brush. 4. Do not test or use cleaners and methods known to have deleterious effects on surfaces. Test cleaning materials and methods on small samples of the staining and on the adjacent substrate materials for possible adverse reactions and for confirmation of suitability of the cleaning method. 5. Care should be taken to use only the pressure necessary to effectively clean the surfaces without causing damage to the stucco, sealants or grout. o Expansion Joints: 1. Inspect the condition of the existing expansion joint. If oxidizing, cracking, or shrinking is present, completely remove and replace expansion joint. o Blisters and Peeling Paint: 1. Cut out and remove delaminated coating to fully adhered coating. 2. Prepare exposed wall surfaces as required by the coating manufacturer. o Crack Repair: 1. Crack repair is a manufacturer preparation requirement for waterproof coating and paint systems. 2. Hairline and Fine static cracks: a. Apply brush-grade acrylic elastomeric patching compound over the crack and feather at the edges. The patching compound should crest over the crack and then taper to edges. A sponge can be used to texture the compound finish to match the surrounding stucco texture as closely as possible. 3. Medium and Wide static cracks: a. Rake out the crack to create a "V" shaped groove. Using compressed air or a solvent, blow or wipe the groove clean. Apply an application of knife-grade acrylic elastomeric patching compound within the groove. An additional application of brush-grade patching compound is applied over the groove and feathered at the edges. 4. Dynamic or Moving cracks (typically all cracks wider than 1/16"): a. Grind out or saw cut cracks to create a joint 1/4 " x 1/4 " to 1/2 " x 1/2 " minimum. Clean the joint of debris and dust. Apply a bead of polyurethane sealant within the groove and tool per manufacturer's recommendations to create a "control joint". Apply brush-grade acrylic elastomeric patching compound over the crack and feather at the edges. The patching compound should crest over the crack and then taper to edges. o Penetrations, Attachments and Voids: 1. Remove existing sealant(s) where necessary, clean, and install new sealant with any necessary primer and accessories at the perimeter of all wall attachments and penetrations. 2. Sealants should also be applied over exposed anchor screws, bolts, and nuts of attachments to the stucco. 3. All previous anchor holes or voids should be filled with sealant. o Exterior Stucco and Columns - Waterproof Coating: 1. Apply a warranted, waterproof coating system to the exterior walls and columns per manufacturer guidelines. 2. Alternate: Prepare and apply a warranted exterior acrylic latex waterproof coating system (e.g., Sherwin Williams Luxon XP) to the exterior walls and columns per manufacturer guidelines. 3. Coating system warranty to be provided to Owner upon completion. 4. Color selection to be made by City of Lakeland. 5. Columns are located below pedestrian bridge at East elevation connecting to parking garage. o Exterior Soffits and Ceilings: 1. Apply a warranted, exterior acrylic coating system to the soffits and ceilings per manufacturer guidelines. 2. Coating system warranty to be provided to Owner upon completion. 3. Color selection to be made by City of Lakeland. o Coating to Metal Storefront Glass Frames and Metal Break Panels: 1. Apply a warranted acrylic coating system to the metal frames and panels according to manufacturer guidelines (a primer may be required). 2. Coating system warranty to be provided to Owner upon completion. o Coquina Perimeter of Original Entrance: 1. Apply a warranted self-penetrating sealer to the coquina panels at the perimeter of the original entry door at the West elevation. 2. Coating system warranty to be provided to Owner upon completion. B. Fenestration/Glazing: At Each Window: 1. Remove and replace structural sealant at all seams where present. If absent, new sealant is to be installed at all locations. NOTE: a. Prior to installing any replacement perimeter and structural sealants or gaskets, all the metal frame surfaces are to be cleaned, de-scaled, and all prior sealant installation and residue removed. b. Any fabrication joints in excess of 1/16-inch must be filled with a silicone sealant and colored to match the framing. c. Verify materials, compatibilities, and warranties with the manufacturers and applicators/installers prior to all repair work
