The City of Lakeland is requesting sealed statements of interest and qualifications from licensed state certified general contractor and qualified Construction Manager at Risk (CMAR) firms to furnish all work, necessary permits, and construction supervision for the construction of the New Solid Waste Transfer Station Facility. Upon the completion of the review process, the City intends to enter direct negotiations with the most qualified respondent, resulting in a single contract award. The entire estimated project value is $18.5M Background The City of Lakeland is requesting sealed statements of interet and qualifications from licensed state certified general contractors with extensive experience in municipal solid waste transfer station facilities project work to provide construction management services with Guaranteed Maximum Price. The project involves the construction of a Push Pit loading system, which is by far the most common type of Transfer Station design in Florida and the United States. The transfer station will be part of a larger complex that includes other solid waste support facilities. The principal features of the Transfer Station Site include the following: Heavy duty access roads for incoming and outgoing trucks. Scale house for weighing incoming and outgoing MSW or materials. Transfer station building constructed on an elevated earth foundation. Concrete tipping floor within the building for vehicle unloading. Interior concrete and steel containment walls for temporary storage of waste. Tractor trailer drive-through tunnels with truck scales for loading. Parking areas for employees, visitors, and transfer vehicles. Buffer area for open space, landscaping, trees, berms, and walls that reduce impacts on neighbors; and Holding area for inspecting incoming loads and holding inappropriate waste loads or materials for removal; and. Additional facilities for Solid Waste operations, such as fleet maintenance building and administrative office building. The selected company will manage all aspects of the construction process, ensure quality workmanship, adhere to safety regulations, and deliver the project on time and within budget. The project will be located on an undeveloped parcel of approximately 16.5 acres on N. Combee Road. Minimum Project Requirements: All construction work must be executed during regular business hours, Monday through Friday, unless otherwise approved by the City of Lakeland. The construction management firm must have at least ten (10) years of experience in managing similar municipal solid waste transfer station facilities project work. All construction work must comply with the Florida Building Code (FBC), International Fire Code (IFC), National Fire Protection Association (NFPA) standards, and any other relevant local, state, and federal codes and regulations.
