New Haven Community Correctional Roof Replacement Construction Manager At Risk (CMR) Project: Architect/Engineer (A/E) consultants are selected to develop design and construction documents in cooperation with a CMR for a Major Capital Project. The CMR shall publicly bid the project elements to subcontractors and enter into a Guaranteed Maximum Price (GMP) amendment to the CMR contract that was signed with the State to build the Project. After consultation with and approval by the Commissioner, the CMR shall award subcontracts to responsible, qualified subcontractors submitting the lowest bids to build the Project. Project Description: DAS/CS is seeking the services of a highly talented and experienced team to provide the following type of services in support of the above-reference Project. Architectural Design Team to provide Design, Bidding, and Construction Administration Services to the DAS/CS in support of the New Haven Community Correctional Roof Replacement Project located at 245 Whalley Avenue, New Haven, CT 06511. The preferred consultant team should demonstrate experience with the design of correctional facility renovations. The scope of work for the project shall also include replacement of the exterior façade sealant joints, and replacement of the main entrance curtainwall, vestibule, and skylight systems. Design of the new roof shall consider the recommendations of the roof study report prepared by Gale Associates, dated February 18, 2025. The study will be made available to shortlisted firms. The New Haven Community Correctional Center is a 131,000 square foot correctional facility that was constructed in 1976 with a ballasted EPDM Roof and metal clad sloped roofs. The roof is in a state of disrepair with frequent leaks that are difficult to find and costly to repair. The roof is beyond its life expectancy and the leaks are causing disruption to the normal operation and safety for the building. Designated Services: The following designated tasks shall be required for this project and conducted from within the Consultant Team, including but not limited to the following types of services: Architect/Engineering (A/E) Design Team Consultant - Designated Services: The Architect/Engineering (A/E) Design Team shall work closely with the Construction Administrator (CA) and Construction Manager at Risk (CMR) (as applicable) to provide the following designated services for this Project. New construction and renovations or additions with construction values exceeding $2 million must adhere to the DAS Sustainability Policy. Projects that include Federal Financial Assistance must adhere to the "Buy America Preference" provisions of the Federal Government's "Build America, Buy America Act" (BABA), enacted as part of the Infrastructure Investment and Jobs Act on November 15, 2021. The A/E scope of services responsibilities shall include, but not be limited to, the following tasks: Review the Roof Study Report from Gale Associates and consider all recommendations. Schematic Design Phase, Design Documents Phase, Construction Documents Phase, Bidding Phase, Construction Phase Services. Architectural Design for Roof Replacement and Building Envelope Work. Coordination with FM for review of Roof Replacement and Curtainwall/Glazing Design Documents, Shop Drawings, etc. Mechanical/Electrical/Plumbing Engineering as applicable. Structural Engineering as applicable. Hazardous Materials Assessments. DAS Sustainability Policy - Design and Construction in accordance with the International Green Construction Council (IgCC). Compliance with Connecticut High Performance Building Standards. Provide cost estimating services in accordance with the Consultant's Procedure Manual. Building Information Modeling (BIM) Use and Process.
