Renovation of a mixed-use development in Kyle, South Dakota. Completed plans call for the renovation of a medical facility.
Project no- GP25KY400C10, GP25KY403C10, GP24KY800C07, GP23KY300 , BR23015 , 03161153 This procurement involves the design and replacement of various HVAC equipment to ensure compliance with ASHRAE 170 Standards, along with the replacement of the membrane roof system. Work includes replacing the roof system components such as vapor barrier, insulation, impact board, PVC membrane, parapet flashing, vents, and roof drains, while reusing lightning protection materials where possible. The scope also covers cleaning and sealing supply and return ductwork, replacing two air handling units with DDC components, controls, pipe insulation, UV-C treatment, bipolar ionization, and fan arrays, and installing a humidification system for these units. Additional tasks include LED lighting upgrades in the penthouse, applying epoxy paint to the penthouse flooring, painting penthouse walls, and replacing suspended, cabinet, and radiant unit heaters. The project further requires replacement of two boilers, three circulating pumps, one chiller, and pipe insulation for mechanical room systems. All installations must follow manufacturer specifications to address documented deficiencies and improve HVAC system performance and compliance. **Location:** Kyle Health Center, 1000 Health Ctr Rd., Kyle, SD 57752. The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000. The contractor shall begin performance within 10 calendar days and complete it within 365 calendar days. Offerors shall submit all questions concerning this solicitation in writing to both the Contracting Specialist at taylor.kanthack@ihs.gov. Questions should be received no later than 10 calendar days prior to the proposal receipt date to allow time for a response. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Inquiries or questions received after this date will be at the discretion of the Government. Period of Performance: 365 calendar days from Notice to Proceed. D. Description: This Statement of Work details the design and replacement of various HVAC equipment to ensure compliance with ASHRAE 170 Standards, as well as the membrane roof system. During the FY22 annual general inspection and FY23 facility condition assessment, several deficiencies were documented. These deficiencies will be addressed as follows: 1. Replacement of the membrane roof system, including the vapor barrier, insulation, impact board, PVC membrane, parapet flashing, vents, roof drains, and other associated components. 2. The lightning protection system, installed in April 2024, will allow for the reuse of materials whenever possible once the new roofing system is in place. 3. Cleaning and sealing of the supply and return ductwork. 4. Replacement of two air handling units, including DDC components and controls, pipe insulation, UV-C treatment, bipolar ionization, fan array, and other associated components. 5. Replacement of two air handling units, including DDC components and controls, pipe insulation, UV-C, bipolar ionization, and other related components. 6. Installation of a humidification system for the two air handling units. 7. LED lighting upgrades for the penthouse. 8. Application of epoxy paint for the penthouse flooring. 9. Painting of the penthouse walls. 10. Replacement of suspended, cabinet, and radiant unit heaters. 11. Replacement of two boilers. 12. Replacement of three circulating pumps. 13. Replacement of one chiller. 14. Replacement of pipe insulation for the mechanical room systems. These actions will help address the identified deficiencies and enhance the overall performance and compliance of the HVAC systems and roof. The contractor must install all products following the manufacturer's specifications
