The Santa Margarita Water District (SMWD) is seeking proposals from established engineering consulting firms to provide engineering design and construction support services for the Upper Oso Reservoir Inlet-Outlet Valves Replacement Project, Contract C-1036G. The project involves the replacement of reservoir valves, actuators, a hydraulic power unit, a transmission main valve, two drain valves, and all associated appurtenances related to these systems. The facility is located in the City of Mission Viejo and is part of the Zone C recycled water system with a maximum hydraulic grade line (HGL) of 950 feet. Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% The contract award recommendation is expected in December 2025. The UOR has a 30-inch steel inlet/outlet piping system for filling and draining, controlled by five butterfly valves at various elevations. Additionally, two spillway valves can discharge water into Oso Creek. Refer to Figure 1 for a schematic of these systems. The inlet/outlet valves and the transmission main valve are essential for the District to isolate the reservoir during emergencies, such as a break in the 30-inch transmission main. Similarly, the drain valves play a critical role in safely emptying the reservoir in scenarios like an earthquake-induced leak in the dam wall, helping to prevent catastrophic failure.
