Renovation of a mixed-use development in Rancho Santa Margarita, California. Completed plans call for the renovation of a clubhouse / community center; and municipal facility.
DESCRIPTION OF THE WORK: In general, the work is comprised of public works construction including the Installation of a mechanically fastened thermoplastic roof system in an overlay configuration over the existing low slope 4-ply BUR capsheet roof assemblies. The overlay roof systems are comprised of 72 mil PVC single ply roofing membrane, 1/2" coverboard, R-10 1.75" and tapered polyisocyanurate insulation board, adhered flashings, protective walkpad membrane and sealants, and other miscellaneous improvements as shown on the plans and as required to complete the work. This project will also include the installation of a Photovoltaic Solar Panel system, that is non-ballasted and nonpenetrating PVC rack system integrated with the PVC single ply roof system, including solar panels, inverters, meters, permitting, labor and materials. The PV system will include all electrical work required for connection and management of the PV system. proposals must be accompanied by a proposal guarantee consisting of either cash, a cashier's check, a certified check or bid bond payable to the CITY in the minimum amount of ten percent (10%) of the total amount bid. The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder, and reject all other bids, as it may best serve the interest of the City. Project Identification: City of Rancho Santa Margarita - City Hall & Bell Tower Regional Community Center (BTRCC): Roof Improvements 1. Project Location: 22112 & 22232 El Paseo, Rancho Santa Margarita, CA 92688. WORK COVERED BY CONTRACT DOCUMENTS A. General: The Scope of Work of the Project is defined by the Contract Documents and consists of the following. B. PVC Single Ply Roof Overlay Systems: 1. Base Bid: Thermoplastic PVC Single Ply - Over BUR Capsheet - Mechanically FastenedRoof Field Assembly: 1) Plywood deck 2) (E) 4-ply BUR Capsheet Roof 3) R-10, 1.75" Polyisocyanurate Insulation, Mechanically Fastened. a) CA Title 24 requirement 4) 1/2" glass mat gypsum substrate board, mechanically fastened. 5) 72 mil feltbacked PVC membrane, mechanically fastened with plates and fasteners in lap seams. Fasten at wall perimeter, at penetrations and around drain sumps, per manufacturer requirements. a) 80 mil feltbacked membrane will be acceptable. 6) Heat weld lap seams, per manufacturer requirements. a) All heat welded laps to be field verified, probed and test cuts provided at multiple intervals per day. See specification requirements. 7) Membrane Color: CA title 24 Compliant - Energy Smart - White, Light Grey or Buff. b. Wall Base Flashing with Metal Counter Flashing; 1) Remove, save and re-install (E) sheet metal counter flashing. 2) Demo BUR wall base-flashing membrane and extend demo 4" out onto roof, removing wall cant strip. 3) Mechanically fasten 1/4" pre-primed glass mat gypsum substrate board to wall and in-fill 4" section of roof deck where BUR membrane removed to level. 4) Apply 60 mil PVC wall flashing membrane, fully adhered to wall substrate board, and carried out onto roof field 4" past perimeter fasteners, and heat weld. 5) Apply sealant and termination bar at top of wall base flashing membrane. c. HVAC & Curb Base Flashing with Metal Counter Flashing; 1) Remove, save and re-install (E) sheet metal counter flashing. 2) Demo BUR curb base-flashing membrane and extend demo 4" out onto roof, removing any cant strip. 3) Mechanically fasten 1/4" pre-primed glass mat gypsum substrate board to curb base and in-fill 4" section of roof deck where BUR membrane removed to level. 4) Apply 60 mil PVC wall flashing membrane, fully adhered to wall substrate board, and carried out onto roof field 4" past perimeter fasteners, and heat weld. 5) Apply sealant and termination bar at top of wall base flashing membrane. High Parapet Walls (Vertical & Steep Sloped) with (E) Asphalt 3-Tab Shingle covering; 1) Leave (E) asphalt shingles in place. Leave (E) upper wall counter flashing metal in place. Resecure loose shingles, replace missing shingles and apply cold applied repairs, with elastomeric acrylic mastic/sealants to any miscellaneous damages. Remove, save and re-install sheet metal coping caps. 2) Demo BUR wall base-flashing membrane and extend demo 4" out onto roof, removing wall cant strip 3) Mechanically fasten 1/4" pre-primed wall base flashing and in-fill 4" section of roof deck where BUR membrane removed to level.4) Apply 60 mil PVC wall flashing membrane Asphalt Compatible G-459, fully adhered to pre-prime substrate on slope wall and carried up to sheet metal slip flashing up under slower courses of remaining asphalt shingles. 5) Apply a protective elastomeric acrylic coating system over (E) asphalt shingles. a) Primer/sealer over the asphalt shingles. b) Base Coat: Elastomeric coating at 1-1/2 gal/sqr. c) Top Coat: Elastomeric coatingat 1-1/2 gal/sqr. 6) Membrane Color: White or Buff. e. Drain Sumps; 1) Remove (E) BUR roofing membrane in drain sump basins. 2) Remove and replace any damaged plywood sheathing or framing (Unit Cost) 3) Install tapered polyisocyanurate insulation and substrate board in drain sumps. 4) Adhere 60 mil PVC feltbacked roofing membrane in drain sump, run to the outside rim of drain ring and carry to top exterior edge of sump. 5) Install plates and fasteners around drain ring and sump perimeter. 6) Strip in perimeter of feltbacked membrane to feltbacked membrane with PVC flashing strips. 7) Apply PVC flashing membrane target into drain ring and set in sealant, and heat weld seams. f. Install pre-fabricated and field fabricated PVC pipe boot flashings. 1) Install ABS vent pipe extensions as necessary to extend pipes above parapets. g. HVAC unit duct supports; 1) Lift, disconnect and reconnect HVAC units and ductwork, as necessary to perform roofing scope of work. a) Disconnect and re-connect all line sets, as necessary, to install roofing. b) Dis-charge and re-charge units, as necessary. 2) Install smaller HVAC equipment on Dura-block pre-fabricated supports anduni-strut frames. Secure units to frames. All support blocks to be set on PVC protection membrane. 3) Install line sets and condenation lines on Dura-block pre-fabricated supports, and as necessary on raised block evalvations with uni-strut frames. All support blocks to be set on PVC protection membrane. h. Install protective walkpad membrane at working sides of equipment, access hatches and access paths. i. Install passive perimeter warning safety zone identification, 6" wide Safety Yellow PVC warning membrane heat welded to roof surface. j. Roof Access Hatches; 1) Remove and replace roof access hatches. 2) Install plywood and pre-primed substrate board around roof hatch to receive flashing membrane. 3) Mechanically fasten 1/4" pre-primed glass mat gypsum substrate board to curb base flashing and in-fill 4" section of roof deck where BUR membrane removed to level. 4) Apply 60 mil PVC curb base flashing membrane, fully adhered to substrate board, and carried out onto roof field 4" past perimeter fasteners, and heat weld. 5) Apply sealant and termination bar at top of wall base flashing membrane. If any person contemplates submission of a bid for the proposed contract and is in doubt as to the true meaning of any part of the plans, specifications or other proposed contract documents, or finds discrepancies in, or omissions from, the drawings or specifications, he or she may submit to the City Engineer a written request for an interpretation or correction thereof five (5) working days prior to the scheduled bid opening Question Deadline 10/21/2025
