Reference Number 0000402281 The City of Newburgh is a historic community situated on the scenic banks of the Hudson River, which has played a significant role in the City's history and continues to be a focal point of the community today. Newburgh's location and charm make the town of just over 30,000 people an attractive location for residents and visitors alike. Specific neighborhoods in Newburgh have grown significantly within the last several years, increasing the number of residents, and therefore the number of vehicles parked on City streets and in City owned lots. In 2021, the City of Newburgh undertook a utilization study of several municipally owned parking lots, and business corridors, and ultimately implemented municipal parking meters in certain corridors. The impact of these meters and subsequent redevelopment and growth have led to complaints in certain neighborhoods relating to the availability of on-street parking. Newburgh officials are interested in identifying whether resident-permit parking is a viable option in certain specific neighborhoods (See Map 1), and are looking to identify goals and strategies to ensure business growth and retention while still maintaining downtown Newburgh as a prosperous historic district and community core. The purpose of this study is to inventory and assess the availability of public parking and to provide targeted recommendations to address real and perceived parking concerns. The plan should identify replacement parking strategies allowing maximum development of surface parking, while maintaining the charm and scale of the community. Finally, the City is interested in developing best practices and design standards for on-street ADA compliant parking spaces that utilize the materials in the City's street scape standard while providing adequate
