Sealed bids are invited for two projects: (1) Sanitary Sewer Main Relay and Sanitary Sewer Main Lining located at N. Lincoln Memorial Dr. – 550’ SW of the Pump Station at Bradford Beach to E. Kenwood Blvd.; (2) Combined Sewer Main Lining at Vacated W. Galena St. – Vacated N. 2nd St. to N. Dr. Martin Luther King Jr. Dr. For Project 1, the work must be completed continuously within 80 allowable work days, with a completion deadline of June 12, 2026. For Project 2, the work must be completed continuously within 30 allowable work days, with an April 3, 2026 deadline. Liquidated damages are specified for both projects. There are residency requirements: 40% of project hours must be worked by city residents, with one quarter of those hours by residents from specified zip codes. SBE participation requirements are 15% for Project 1 and 2% for Project 2, both requiring a compliant SBE Plan (Form A) and certificates. The apprenticeship requirement is 1 Laborer – Construction Craft (or equivalent), with apprentice participation from specified programs and zip codes if contract is $500,000 or more. Failure to properly submit required SBE, residency, and apprenticeship documentation will result in bid rejection. Bid security of 10% of the Contractor’s Base Bid is required. Bids must be submitted electronically or by email by the designated opening time, and all contractors awarded contracts must participate in required training and compliance processes for payment and payroll reporting. All questions about the meaning or intent of the contract document shall be submitted to the Commissioner in writing. Replies shall be issued by Addenda, mail, or delivery to all parties recorded by the Commissioner as having received the bidding documents. Questions received less than five days prior to the date for opening of bids will not be answered. Only questions answered by formal written Addenda shall be binding.
