Renovation of a multi-residential development in Rock Island, Illinois. Completed plans call for the renovation of a one-story above grade multi-residential development.
The scope of work includes rehabilitating a house at 1519 29 ½ Street. The bidder shall submit a project plan in compliance with all applicable HUD, EPA, and State of Illinois regulations, as well as local building and zoning codes. The plan must include a clear project timeline and a budget with line item costs. The contractor shall be the general contractor, identifying required subcontractors in the project plan. Required work involves correcting previous uninspected roof rafter repairs by installing new 2x6 rafters alongside the existing, screwing them together along their length, and adding collar ties 1/3 down from the ridge. Existing roof shingles must be removed, the sheathing checked for gaps, and appropriate ice and snow guard installed, extending 2’ above the exterior plate line. An approved water barrier, new 2’ style D roof edging, 35-year architectural shingles, shingle-over ridge vent, and new flashing must be installed. New seamless 6” gutters are required on overhangs, with ¼” per foot of fall; downspouts must be placed to avoid draining onto neighboring property or causing basement flooding, with 4’ tailpipes and hinged elbows. Existing gutters and downspouts may be reused if in good condition. Insulation (R-19 kraft faced) is required along the box sill in the basement, with tight installation in the joist pockets. Install smoke/CO2 combination detectors in the basement and near bedrooms, with a 10-year battery life. Building permit is required before starting. Alternative specifications will be considered only if justified, cost effective, and meeting project objectives. The contractor has 30 days to complete the work from contract signing. Instructions to bidders: Bidders must schedule a site visit with the homeowner before submitting a bid. Sealed bids must be received by the stated deadline, addressed as specified. Late bids will not be opened. All questions should be addressed to the Construction Officer. A building permit is required before work begins. The bid plan must clearly identify subcontractors and comply with all relevant codes and regulations. Attendance at the bid opening is optional and a bid tabulation will be posted online afterward.
