Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1519 29 1/2 Street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations.Contractors who have submitted bids may attend but are not required to do so. A bid tabulation shall be posted online afterward. All questions shall be directed to the Construction Officer at 309-732-2906.The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Remove existing 40-gallon gas fired water heater. Install new High Efficiency 40-gallon gas fired water heater, do not use Richmond brand. This may require a short unit to be installed measure the floor to ceiling height to ensure proper clearances. Turn the new unit so that the front of the water heater is accessible. Replace the old brass inline shut off valve on gas line with new inline shut off. Install an approved TPRV line no less the 6" from the floor. Make sure the PVC flue has proper slope from the exterior. All penetrations need to be sealed with and exterior grade caulk. Any insulation removed in the joist pocket must be installed after pipping is completed. Electrical outlet will need to be installed for this unit. Water Heater must be lit and operational at the proper temps before leaving. Replace the shower drain that is leaking onto the basement floor. The trap had been previously replaced, in doing so they did not leave enough slope in the waste line. This line will need to be corrected. May require cutting the cast back to the main 4" and completely reconfiguring the shower drain. There is a cold-water supply line leaking at the connection where Pecks meets copper going to the silcock. A plumbing permit is required before work begins. Repair the broken vent in the attic. Cut off the broke part of the cast and replace going through the roof with PVC. Plumbing permit is required before work starts. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged.
