Provider shall provide all necessary labor, tools, staff, equipment, required supplies, and supervision for janitorial services at the St. Tammany Parish Jail Complex located at 1200 Champagne Street, Covington, LA, 70433. Services must be performed according to the work schedule, scope of work, specifications, provider responsibilities, safety requirements, and special conditions without reminders by the Parish and/or Jail staff. The scope of work includes carpet vacuuming, sweeping, damp mopping, emptying trash receptacles, cleaning and disinfecting drinking fountains and fixtures, refilling dispensers, and cleaning restrooms, along with the cleaning and emptying of a sewer lift station container, shower cleaning, floor cleaning (carpet shampooing and floor stripping/refinishing), high dusting, and vent/wire mesh cleaning. The Parish will provide certain consumable supplies such as hand soap and paper products, while the provider will supply all cleaning equipment and chemicals. All work is to be scheduled with Parish and/or Jail staff approval and done on a non-interfering basis with building operations. The janitorial performance requirements and frequency schedule indicate the minimum acceptable cleaning frequencies. Only trained, proficient personnel, presentable and uniformed, are to be employed. The provider is responsible for disposal of toxic substances, notification of needed repairs, and the cost of any damages they cause. The contract includes a required schedule for regular, shower, floor, high dusting, and vent cleaning. A security clearance for all staff is required, and compliance with applicable safety and PREA regulations is also mandated. Instructions to bidders include providing a cover letter with the proposal, references for comparable services, provision for customer service, resumes for key personnel, additional information the proposer deems relevant, a notarized acknowledgment and waiver, multiple physical and electronic copies of the proposal, and adherence to specified proposal formats. All inquiries must be made in writing and submitted by the inquiry deadline, with communication limited to designated methods and contact persons. Bidders are responsible for timely delivery, for reviewing and downloading any addenda, and for clearly marking the outside of sealed proposals. Failure to comply with the blackout period or proposal delivery instructions may result in disqualification. Proposers must be in good standing and, if required, registered and licensed to do business in Louisiana. Responses should be concise and thorough, addressing all requirements, and should use the required format and order. The cost proposal must be complete and include all costs expected to be considered in the contractual arrangement.
