The Owner further reserves the right to reject the proposal of any Submitter whom it finds, after reasonable inquiry and evaluation, to not be responsible. The Owner may also reject the proposal of any Submitter if the Owner believes that it would not be in the best interest of the project to make an award to that Submitter. The Owner also reserves the right to waive all informalities not involving price, time, or changes to the specifications and to negotiate contract terms with the successful Submitter. Replace 4 existing HVAC systems and adding one additional system. Criminal Justice Information Services (CJIS) Security Policy compliance to conduct work in the facility. McLean County METCOM staff will administer. Follow all notes from the Dewberry Engineers, Inc. engineering documents. Any deviation from the engineering scope must be approved by the McLean County Project Manager. See attachment below. Ensure the new systems comply with all relevant local codes, ADA standards, and health and safety regulations. Minimize disruption to the facility operations and ensure secure work practices in a communication center environment. Coordinate with facility operations to schedule access with minimal disruption. Isolate and shut down HVAC systems as required to minimize facility operation disruption. Remove all demolished material and equipment in accordance with EPA and local guidelines. Temporary cooling/heating shall be provided if necessary, during equipment changeover. Partial duct removal for re-design. Work must be coordinated to prevent downtime of 911 dispatch operations. Secure all ductwork, equipment, and accessories using code-compliant supports and insulation in accordance with industry standards. Provide system commissioning documentation and operator training. Maintain barrier separation between work zones and occupants were applicable. Schedule inspections with the AHJ. (City of Bloomington). Coordinate work with facility staff to ensure restricted access is maintained. Daily cleanup and secure storage of tools and equipment. Final cleaning of work areas upon job completion. Conduct final walkthrough with the Mclean County Project Manager. Provide one-year warranty on labor and standard manufacturer warranty on equipment. The purpose of this project is to upgrade and modernize the existing HVAC systems in the facility. The goal is to have reliable and efficient equipment and systems controlled by a building automation system creating a comfortable work environment and accurate temperature control for the communication hardware systems. This facility is in operation 24 hours per day, and 7 days per week. Questions may be asked during after this pre-submission conference, and all written questions will need to be submitted no later than Thursday, November 13th, 2025 @ 4pm (CST).
