Sealed proposals are requested for furnishing labor, equipment, materials, supplies, and supervision necessary to complete the site development for the Pine Bluff Fire Department Training Facility. Bidders are required to inspect the site, inform themselves of all local conditions, and note that the time of completion is sixty working days. Arkansas State Contractor Licensing Law applies, and subcontractors must also be licensed according to state law. Licensure is not required to submit a bid, but evidence must be provided prior to signing the contract. A certified or cashier’s check, or an acceptable bid bond of at least 5% of the total bid must accompany each bid. The successful bidder will be required to furnish Performance and Payment Bonds each in the amount of the contract, written by an acceptable surety company authorized in Arkansas. No bid may be withdrawn for at least thirty calendar days after the scheduled closing time for receipt of bids. In case of ambiguity in the bids, the City reserves the right to consider the most advantageous construction or reject the bid. The City reserves the right to reject any or all bids, waive any informalities, and award the contract to the proposal best serving its interest. Bidders should be aware that all applicable labor laws, non-discrimination provisions, wage rate laws, and federal laws including the Fair Labor Standards Act of 1938, The Work Hours Act of 1962, and Title VI of the Civil Rights Act of 1964 will apply. Qualified bids are subject to rejection, and proposed subcontractors must be acceptable to the Owner.
