The Town of Chapel Hill received a federal disaster declaration for Tropical Storm Chantal on September 12, 2025. The Town anticipates receiving federal disaster recovery funding. To ensure compliance with FEMA and other federal requirements, the organization seeks a consultant to provide comprehensive grant management services. These services will support the organization's ability to maximize reimbursement, maintain audit readiness, and ensure timely and accurate reporting Identifying eligible projects, capturing costs, preparing cost reports, reconciling invoices, and closing out projects. o Attending meetings with FEMA, NCEM, and other agencies to address eligibility and process issues. o Providing expertise in federal regulations, including the Stafford Act, 2 C.F.R. Part 200, and related guidance. o Proactively identifying and resolving funding-related issues. o Providing technical assistance as needed. o Assisting in damage assessments for public infrastructure and facilities. o Gathering and analyzing field documentation and records (e.g., timekeeping, staff assignments). o Reviewing reimbursement documentation for clarity, completeness, and accuracy. o Assisting in the formulation of FEMA PA Emergency and Permanent Work Project Worksheets. o Assisting in the development of Section 406 hazard mitigation proposals. o Evaluating alternate and/or improved projects. o Reviewing Project Worksheetsfor eligible costs and third-party reimbursements. o Reconciling eligible costs. o Preparing appeals, as applicable Deliverables o FEMA Grant application o Grant compliance plan and timeline o Documentation templates and tracking tools o Monthly progress and financial reports o Final closeout documentation o Staff training materials o Recommendationsfor long-term grant management The method of Contractor Selection has not been Determined at this time Question Deadline 10/29/2025 at 5:00 PM ET Questions concerning this Request for Proposals must be submitted in writing Tanner Deisch via e-mail at tdeisch@townofchapelhill.org .
