Site work and new construction of a residential development in Chapel Hill, North Carolina. Completed plans call for the construction of a 174,540-square-foot, five-story above grade residential development; and for site work for a residential development.

The Commissioning Provider will be responsible for commissioning the mechanical, electrical, and plumbing to validate that the performance of these systems meets the design intent requirements set forth by the University. The building envelope commissioning provider will be solicited in a separate RFQ. The mechanical and HVAC equipment to be commissioned will be included. Two AHUs (DOAS) about 13,000 cfm each About 730 four pipe FCUs Four steam to hot water heat exchangers and associated pumps Steam and chilled water services will be provided for the project by campus Energy Services. Other equipment to be commissioned includes emergency generator, lighting controls and plumbing fixtures and components. The Commissioning Provider will provide complete building commissioning services to comply with the Performance standard for Sustainable, Energy-Efficient Public Buildings (Article 8C) per North Carolina GS 143 - 135.35 through .40. Scope of work includes: Providing and maintaining a commissioning plan and Owner's Project Requirements (OPR) throughout the project. Commissioning services during the various design phases including drawing and specification reviews and providing the project's commissioning specifications. Commissioning service during the construction phase including onsite inspections. Commissioning services during the project acceptance phase, including performance testing of the building's systems to verify the design intent has been met. Commissioning services during the occupancy and warranty period of the project, assisting in the M&V of the building's energy performance and providing a final commissioning report and manual. The Commissioning Provider (CxP) will be contractually obligated to the Owner and will become a member of the Project Team. The Commission Provider will perform "3rd party" services, so no conflict of interest shall exist between the Commissioning Provider and other members of the Project Team. The contract will be negotiated with the CxP in two parts. Part one of the contract starts with the review of the Design Development Documents and ends up with the completion of the project bidding process. After the scope and costs for the project are finalized, a second part of the contract would then be executed for the construction and occupancy phases of commissioning. All commissioning activities will need to meet the requirements of LEED Version 5.0 Eap3 Fundamental Commissioning prerequisite and EAc5 Enhanced Commissioning.
