Hoffman Construction Company of Washington, serving as the Construction Manager At-Risk (CMAR), requests sub-bid proposals for Bid Package #2 - All Work related to the CKTP Solids and Liquid Hauled Waste Upgrades Project for Kitsap County. The work is subject to prevailing wage requirements per the Davis-Bacon Act and Washington State regulations. Workers must be paid not less than the higher of either federal or state prevailing wage rates for Kitsap County effective at the project’s Maximum Allowable Construction Cost (MACC) date. The project is to be funded through State Revolving Funds, Defense Community Infrastructure Program, and is subject to Build America, Buy America (BABA), and American Iron and Steel (AIS) compliance. Bidders must be aware of these funding requirements and any corresponding impacts to construction cost and schedule. There is a goal for 15% of construction work to be performed by Small Business Entities, Disadvantaged, Minority, or Women’s Business Enterprises. All bid submissions must follow the provided instructions: utilize the specified proposal form and submit as a single file (less than 10MB) to BIDS@hoffmancorp.com. Bids are due no later than 2:00 p.m. on November 25, 2025. Each bid exceeding $300,000 must have a bid bond equal to 5% of the bid amount, payable to Hoffman Construction Company of Washington. A completed Subcontractor/Vendor Questionnaire including year-end safety and financial information must accompany the bid unless submitted within the last 12 months.
