A. The Work is located in the City of Poulsbo, WA, at the Central Kitsap Treatment Plant (CKTP). The work is primarily within the property boundary of the treatment plant, but includes some work extending into the roadway along the northeast side of CKTP (Brownsville Highway NE) 1. CKTP:12351 Brownsville Hwy NE, Poulsbo, WA 98370. 2. See Article 1 of the Agreement. B. The Project includes constructing the Work broadly described below, in accordance with the Contract Documents, with all related appurtenances. Work shown on the Drawings, or indicated in the Specifications, or indicated elsewhere in the Contract Documents is part of the Work, regardless of whether indicated below. The Work includes, but is not limited to, the following 1. Anaerobic Digestion Improvements: a. Demolition of Digester 1 and Digester 2, including all associated structural, mechanical and electrical components. b. Construction of a new anaerobic Digester Complex (Area 625) that includes the following facilities: new Digester A (Area 630), new Digester B (Area 640), new Digester A and B Process Building (Area 635), and additional digester gas piping (Area 670). c. Construction of a new Digester Control Building (Area 680) with boilers, electrical room and office. 2. Solids Thickening Improvements: a. Addition of a second Rotary Drum Thickener (RDT) to the existing WAS Thickening Building (Area 400) along with motor upgrades to various thickened solids pumps. The work is subject to prevailing wage requirements per the Davis-Bacon Act and Washington State regulations. Workers must be paid not less than the higher of either federal or state prevailing wage rates for Kitsap County effective at the project's Maximum Allowable Construction Cost (MACC) date. The project is to be funded through State Revolving Funds, Defense Community Infrastructure Program, and is subject to Build America, Buy America (BABA), and American Iron and Steel (AIS) compliance. Bidders must be aware of these funding requirements and any corresponding impacts to construction cost and schedule. There is a goal for 15% of construction work to be performed by Small Business Entities, Disadvantaged, Minority, or Women's Business Enterprises. All bid submissions must follow the provided instructions: utilize the specified proposal form and submit as a single file (less than 10MB) to BIDS@hoffmancorp.com. Bids are due no later than 2:00 p.m. on November 25, 2025. Each bid exceeding $300,000 must have a bid bond equal to 5% of the bid amount, payable to Hoffman Construction Company of Washington. A completed Subcontractor/Vendor Questionnaire including year-end safety and financial information must accompany the bid unless submitted within the last 12 months. Non-essential information should not be included. Incomplete bids, those without the required documentation, or late submissions will not be considered.
