Bids are invited for a watermain replacement project located in White County, IL. The work includes construction of approximately 9,600 lineal feet of 6-inch water main replacements and all related appurtenances in six project areas within the corporate limits of the Village of Norris City. The project is funded in whole or in part with Community Development Block Grant (CDBG) Public Infrastructure grant funds. The procurement is subject to regulations contained in the Federal Davis-Bacon Wage Act and the "Build America, Buy America Act" requirements. Bidders must not be excluded from participating in any federal assistance program. Not less than the Federal prevailing wages as set forth in the contract documents must be paid. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The contract is also subject to Section 3, 24 CFR Part 75, and Employment of Illinois Workers on Public Works Act. Bidders are required to undertake specified affirmative efforts for disadvantaged business participation at least sixteen days prior to bid opening. Compliance with the President's Executive Order No. 11246, as amended, is also required. A certified check, bank draft, or bid bond in the amount of five percent (5%) of the total bid must be submitted with each bid. A payment and performance bond is required. Bids may be held for a period not to exceed 120 days from the date of opening for review and investigation of qualifications. The Village of Norris City reserves the right to reject any or all bids or waive any informalities in the bidding process.
