Questions Due Date: Nov 17th 2025, 5:00 PM MST Weber County is requesting proposals from qualified engineering firms to perform a feasibility study evaluating the potential for a wastewater conveyance system connecting the Ogden Valley area to the Central Weber Sewer Improvement District. The study aims to determine the technical, environmental, financial, and logistical feasibility of conveying wastewater from the Ogden Valley across the Wasatch Mountains to the District’s collection and treatment system. The selected firm will conduct a comprehensive feasibility study addressing the following tasks: - Data Collection and Review: Compile and review existing land use, wastewater flow projections, population trends, comparable systems in similar terrain, District data, identify data gaps, and reference relevant projects. - Conveyance Feasibility Analysis: Identify possible routes, hydraulic profiles, lift station locations, and evaluate the technological, geotechnical, operational, environmental, and easement challenges for alternatives. Identify necessary permits and environmental requirements, and provide a preliminary right-of-way budget. - Impacts to District’s System: Estimate projected wastewater flows and loadings, evaluate the District’s hydraulic and treatment capacity, assess impacts to the Capital Improvement Plan, and identify any system upgrades needed. - Feasibility Summary and Recommendations: Provide a comparative summary of alternatives, major risks, environmental considerations, right-of-way constraints, and recommended next steps. Deliver a Final Feasibility Report and presentation. Proposals shall be limited to 25 pages, excluding appendices and cover pages, and must include: cover letter, project team and organization, project understanding and approach, experience and qualifications, project schedule, and a fee proposal (submitted as a separate document). All proposals must be submitted electronically through the specified portal. Any firm or subconsultant engaged with private developers in the project area must disclose such relationships to avoid conflict of interest. Proposals will be evaluated based on understanding and approach, relevant experience, key personnel, schedule, and cost proposal.
