Request for Design-Build Proposal for ADA - Compliant Nature Themed Playground for a Minimum of Fifty Children. The design to include a separation for 2-5 year of age group and 5-12 year of age group in Trapp Park in Blackwell, OK. The City ofBlackwell is requesting a proposal from your firm for design and building services for an ADA-Compliant Nature Themed Playground for a Minimum of Fifty Children. The design to include a separation for 2-5 year of age group and 5-12 year of age group in Trapp Park in Blackwell, OK. It shall consist of play structures; artificial turf playground safety surfacing for each playground pit, subsurface drainage, a minimum of a five (5) foot walkway, 4 (4) inches thick surrounding play area. The completed playground shall be fully designed to fit within a 100' x 50' space and shall include all necessary fall protection surfacing, edging, and site preparation. This is a turnkey project for the design-builder. The design-builder designs the Themed Play Structure and then performs the construction described so that the City simply takes over a completed project that is complete and ready for immediate use. City funds received through a TSET Grant available for this design-build contract are not to exceed the grant amount of $300,000.00. The City will receive competitive proposals and select the proposer that provides the best proposal within that $300,000.00 cost limit. Such things to be considered by the review committee are: 1. The qualifications ofthe proposer for both design and construction. 2. The conceptual design drawings submitted with the proposal which will be reviewed by a Committee of City Staff and advisory citizens to select the most pleasing concept. 3. The proposed scheduling to be submitted with the proposal, the shortest schedule will not necessarily be automatically the best, but which schedule indicates the understanding of the design-builder to design and construct a project like this and the reasonableness of time allowed. We will be looking for who will provide a schedule that is most likely to be met and demonstrates expertise in scheduling and who can provide the Nature Themed Playground in the most expeditious manner. 4. Equipment must be designed for youth fitness as well as fun. The play value (number of different play activities and places to slide, crawl, interactive challenges, overhead play events, bridges, interactive play panels and a wide range ofplay experiences) will be considered when evaluating the design. 5. The performance history ofthe proposer. . The completeness of the detailed scope of work presented by the designbuilder with the proposal. 7. Equipment must be made in the U.S.A, and manufacturer must have a rep firm in the State of Oklahoma that can service the product.Each bidder shall submit a bid on the enclosed form and attach complete description with bid. Bid price shall be F.O.B., Blackwell, Oklahoma, with Federal, State and local tax excluded. The Business Relationships Affidavit and Non-Collu-sion Affidavit shall accompany the sealed proposal of each bidder. Do not include state or local sales or use tax. The City of Blackwell, Oklahoma, as a party to the Contract, will appoint the successful bidder its agent for purchase of sale or use tax exemption on this project or purchase. The City of Blackwell, Oklahoma, reserves the right to reject any and all bids and to waive informalities. Should the bidder be unable to meet or exceed the stated specifications, bidder may submit a bid on equipment or material which best meets the City of Blackwell, Oklahoma's specifications. Should the City of Blackwell, Oklahoma, fail to receive a bid which meets or exceeds the specifications, it may, at its op-tion, award a contract to the bidder whose bid best sat-isfies the requirements contained within the specifica-tions as determined by the City Council. Bid date notes: Bids received after the final time set for receipt of bids, will not be considered and will be returned unopened. The outside of the envelope containing the bid shall contain the words "Design/Build of Installation of an ADA-Compliant Nature Themed Playground".
