Advertisement for a D/B Contractor is anticipated mid to late November 2025, with proposals expected to be due by mid to late December 2025. The Municipality of Anchorage (MOA) / Port of Alaska (POA) intends to advance design and construction of the Port of Alaska Helipad and Access Road using a Design/Build (D/B) delivery method. This D/B delivery method will require full design and construction of the Helipad and Access Road. Design is anticipated to begin in January of 2026 with completion of construction planned for May 2026. Advertisement for a D/B Contractor is anticipated mid to late November 2025, with proposals expected to be due by mid to late December 2025. The RFP will provide project details and a pre-proposal conference date. D/B concept bridging documents for the Helipad and Access Road project have been developed by the Program Management Team and will be provided with the advertisement. The following provides a brief background and description of the project. The proposed helipad and access road are situated on the existing North Extension area of the POA facility which is being developed as a component of the Port of Alaska Modernization Program (PAMP). The PAMP will replace and modernize the Port of Alaska's marine terminals and support facilities over five phases. The existing marine terminals have exceeded their useful life and require replacement to ensure reliable and efficient service. The reconstruction of this U.S. Department of Defense designated strategic seaport will enable safe, cost-effective, reliable, and resilient Port operations by updating and optimizing Port facilities to maintain a state of good repair now and into the future. The POA provides a strategic location for supporting Army and Air Force rotary-wing operations due to its proximity to Joint Base Elmendorf-Richardson (JBER). Development of a dedicated helipad and access roadway will enhance the port's ability to support logistical movements, emergency response, and training activities. The project area is constrained by the approved NEPA boundary and existing port infrastructure, requiring a compact design that remains fully compliant with United Facilities Criteria (UFC) and Municipality of Anchorage standards. The new Helipad and Access Road is a stand-alone project that will provide a compliant and durable landing surface to support Army and Airforce rotary-wing operations, while accounting for local site constraints, regulatory requirements, and long-term operational needs. The Project will consist of a single groundlevel helipad, associate safety area, and an access roadway designed to integrate with existing port infrastructure. The paved landing surface will be sized and configured in accordance with UFC 3-260-01. The surface will provide durability, skid resistance, and resistance to rotor downwash effects, with grading to ensure proper drainage. The access road will be an all-weather roadway that will connect the helipads to port infrastructure. The roadway will be designed in accordance with the Municipality of Anchorage Design Criteria Manual and AASHTO standards, and will be sufficient to promote positive surface drainage, support emergency response vehicles, terminal traffic, and toward aircraft under one-way traffic control. A conceptual plan is attached and is subject to change. The D/B solicitation is expected to be a single-step request for proposals using a best-value selection method. The MOA will reserve the right to interview proposers.
