**As of December 26, 2025, the project was awarded to S & C Service Enterprises, LLC, with an awarded amount of $62,741.89** The Texas Department of Criminal Justice is requesting bids to establish a purchase order for the removal and replacement of the R-panel metal roofing for employee housing at the Clemens Unit. All work performed must follow all Federal, State and Local laws and codes, guidelines, and standards.Project Overview: a. This scope of work outlines the requirements for the removal and replacement of the existing composition shingle roof and associated components. The contractor shall assess structural elements for damage, replace deteriorated materials, and ensure compliance with applicable building codes. Employee Housing Building numbers to receive roof replacement are as follows: i. Clemens Unit - Four-plex #1436 ii. Clemens II Unit (Scott) - BOQ #1962 LETTER OF INSTRUCTION CLEMENS UNIT AND CLEMENS II UNIT (SCOTT) REPLACE ROOFS - EMPLOYEE HOUSING MWR# 00525001 & 01924004 Structural Repairs and Painting: a. Repair or replace all fascia and soffit on second-story eaves as needed. b. Ensure all new wood components are sealed and painted to match existing. Our mission is to provide public safety, promote positive change in offender behavior, reintegrate offenders into society, and assist victims ofcrime. Demolition and Preparation: a. Remove and dispose of existing composition shingles, drip edge, and associated roofing materials. b. Assess and document the condition of fascia boards, rafters, soffits, vents, roof jacks, and decking. c. Remove and replace all deteriorated or damaged components as necessary. d. Remove inactive equipment to include satellite dishes to be identified by TDCJ Personnel. Installation of New Roofing System: a. Install new composition shingles with appropriate ridge cap per manufacturer installation instructions. b. Apply new synthetic underlayment per manufacturer specifications. c. Install new d-style drip edge along all applicable roof perimeters (colors to be approved by TDCJ Personnel). d. Install and seal all new necessary roof vents, roof jacks, and flashing. e. Ensure proper fastening and alignment of roofing materials per code requirements as well as manufacturer instructions. f. Install rain diverters over front and back doors where applicableCleanup and Waste Management: a. Maintain a clean job site and dispose of debris daily. b. Remove all materials and waste from the property upon project completion. c. All materials and debris are the responsibility of contactor to properly dispose of. d. Upon completion contractor is required to clean-up premises to include magnetic nail sweep of all areas within construction area. Compliance and Documentation: a. Provide a processed, certified letter from a licensed professional in Texas verifying that the installed roof system meets applicable building codes. b. Ensure compliance with local, state, and national building regulations. c. Provide warranties for both the roofing installation and materials from the installer and manufacturer. General Requirements: a. Roof shingles shall be composition shingles with limited lifetime warranty from manufacturer (or 50-year warranty) and Seven (7) years minimum from installer. b. Roof shingles shall be certified for 110MPH wind resistance minimum. c. Underlayment to be Synthetic Underlayment with minimum 20-year warranty. d. Contractor must be licensed, insured, and experienced in roofing projects of similar scope. e. Work shall be performed in accordance with industry best practices and manufacturer recommendations. f. The contractor shall coordinate with the owner to minimize disruptions during the project. g. Contractor shall protect all existing structures, shrubs, and tenant owned property during the project and take caution in keeping all entrances free of Hazards. h. Facility must be protected from weather at all times. i. Contractor to return all landscaping/lawn areas to pre-construction condition
