The Town of North Hempstead, Department of Public Works, is requesting proposals for an on-call contract for traffic engineering consulting services. The contract is a requirements contract with no minimum mandatory purchases or service requests and may be awarded to up to three consultants. The selected consultants may be called upon, in whole or in part, to provide services related to traffic engineering. The scope of services may include, but is not limited to: conducting traffic counts, speed studies, and vehicle classification counts at various locations; analyzing current traffic conditions and trends; reviewing construction plans from a traffic safety and engineering perspective; issuing recommendations and means and methods of implementing the installation of traffic signs and pavement markings; and performing capacity analysis and assessing congestion levels. Proposals must include a fee proposal based on hourly billing of technical personnel, task-by-task cost summary with estimated hours of effort, project-specific organizational chart, and staff resumes. Administrative and clerical costs must be included in the billing rate or multiplier.
