Bids are invited for "Water Distribution Systems Improvements 2026 - TOH-WDSI-FY26-02." All bids must be submitted using the attached form with all blanks completed. Bids must be sealed and identified with the project name on the envelope. Each bid must include a signed Bid Proposal form, a signed Acknowledgement form, copies of any documents or certificates pre-qualifying the firm for work in Carroll County and the State of Maryland (if applicable), and a Bid Deposit (5%). The bid deposit must be a Bid Bond payable to the Town of Hampstead in the amount of 5% of the Base Bid Sum. Nonperformance or failure to execute the agreement within twenty days of the award will result in forfeiture of the bid deposit as liquidated damages. A mandatory pre-bid conference will be held to explain the sTown of Hampstecope of work and answer questions. Bidders are responsible for becoming familiar with site conditions. Federal Labor Standard Provisions do not apply as only local funds are used. The Town reserves the right to reject any and all bids, consider additional criteria beyond bid price, and adjust quantities on the Schedule of Prices. All questions must be submitted in writing.
