Caddo Public Works Authority is requesting bids for the construction of Wastewater Lagoon Improvements, specifically to rehabilitate existing lagoons and the collection system. All work and materials must comply with the Contract Documents prepared by Wall Engineering, LLC. The contract will be awarded to the lowest, responsive, responsible bidder, but the Owner reserves rights to reject bids as per applicable laws. Requirements include: - Compliance with ARPA funding regulations, including Labor Standards Contract Provisions. - Davis Bacon Act wage rules if project cost exceeds $10,000,000. - Bids must include a certified or cashier's check or Bidder's Bond equal to five percent of the bid amount. - Construction, Maintenance, and Statutory Payment Bonds at 100% of contract price from a Corporate Surety licensed in Oklahoma. - A sworn anti-collusion statement is required with the bid. - Equal employment opportunity and compliance with Executive Order No. 11246. - Adherence to EPA Disadvantaged Business Enterprise Requirements, including six good faith efforts to solicit disadvantaged business enterprises during contract performance, as outlined in OWRBs Guidance and Procedures, ARP-267. - SAM.gov (System for Award Management) registration is required for all entities receiving ARPA funds.
