Statements of qualifications and proposals are requested from Engineering Firms with a strong record in assisting local governments with Community Development Block Grant (CDBG) programs. Responding firms must be technically qualified and licensed in Georgia. Services required include Engineering preliminary design for a potential CDBG project and, if funded, Engineering services for project implementation. The purpose is to create a sidewalk along the highway for safe pedestrian transportation. Information to be submitted for evaluation includes: history of firm and resources; experience with CDBG/EIP/RDF and other DCA grants; key personnel/qualifications; current workload; proposed scope and level of service; experience with similar projects and references; fees/percentages for Preliminary Architect Report and Design/Construction Management Services; Errors and Omissions Insurance; Statement of Qualifications Form; and Section 3 Certification Form (if claiming Section 3 Status). All contracts are subject to federal and state provisions as prescribed by the Georgia Department of Community Affairs. The project falls under Section 3 of the HUD Act of 1968, with encouragement for Section 3 Business Concerns to apply. Interested parties should request the necessary forms prior to proposal submission. Proposals must be received no later than 5:00 PM on December 9th, 2025. Proposals received after this date and time may not be considered. The City reserves the right to accept or reject any and all proposals and to waive informalities in the process.
