Renovation of a residential development in Davenport, Iowa. Completed plans call for the renovation of a residential development.

The City of Davenport is proposing rehabilitation of one single family home . This property will be rehabbed with federal funding and once complete will be sold to a qualifying home owner. The City is requesting General Contractors to submit qualifications, pricing, references, schedule and scope of work summary for the rehabilitation. Also as a reminder, appliances will be furnished by the City and will be installed outside of the contract apart from the range hood which will be provided by the City, however the installation should be included in your bid. Also, we are looking for standard quality materials for cabinets, flooring, decking, and counters. Due to project regulations granite, hardwood floors, composite decking, or custom cabinets will not be accepted. Design Layout o See design layout PDF file titled "2110 W 4th St - Design Drawing" The following details should be noted by Contractors when preparing their responses to the RFP: o Colors and finishes of siding, windows, roof, paint, countertops, fixtures, flooring, etc. will be chosen by City Staff according to the brands and/or price points submitted by the contractor in the Scope of Work Summary. o All aspects of the construction must conform to City zoning and permit requirements. o Davis-Bacon and other prevailing wage laws do not apply to this project. o Contractors will be responsible for ensuring compliance with Section 3*, MBE/WBE, antidiscrimination and other Federal requirements for their own business and for all subcontractors/suppliers as applicable, please see the information sheet included with the RFP. o *Section 3 - Please note there are new guidelines and requirements for Section 3. Read and review carefully the attached document titled "Section 3 Agreement & Supporting Docs for RFP". o Payment schedule will be negotiated at time of contract, with the intent of minimizing the number of progress payments. o Retainage of 15% will be withheld from each progress payment until final occupancy permits are obtained. Selected contractor will have the opportunity to discuss retainage with City staff prior to contract. Bonds as required for Federal projects according to 2 CFR Part 200.325 for projects over $100,000, which includes: a. Bid Guarantee equivalent to 5% of the bid price in the form of bid bond or certified check. Bid Guarantee must be supplied as part of the response to the RFP b. Proof of ability to obtain additional bonds must be submitted as part of the response to the RFP. If awarded the contract, the bonds themselves must be supplied prior to contract signing. Additional bonds required if awarded include: i. Performance Bond equivalent to 100% of the contract price. ii. Payment Bond equivalent to 100% of the contract price. 10/31/2025 05:00:00 PM (CT) Questions Due Questions are due to the Purchasing Division no later than the time indicated. Submit your questions via to questions tab. 11/5/2025 Answers Posted Answers to inquiries that were submitted will be issued no later than the date indicated. If at any time during the contract period the City determines that service is unsatisfactory, the City reserves the right to cancel the contract. The contractor will be notified of such action in writing and the cancellation will be effective immediately. If cancellation of contract is made, the City may offer another contractor the opportunity to provide the described services. The City reserves the right to waive any requirement or condition of the Request for Proposals upon finding that it is in the public interest to do so. The City also reserves the right to evaluate any or all proposals or parts thereof when it is deemed in the best interest of the public. Minor adjustments to the proposal may be required to align the proposal to federal requirements prior to contract signing. The Contractor will be responsible for coordinating with the City to ensure that the project is started in a timely manner, completed efficiently and on schedule. The project is expected to start within 3 months and be completed within 12 months of the contract signing date. Failure to submit all required documents may disqualify the proposal as being non-responsive.
