Renovation of an elderly care / assisted living facility in Saint Augustine, Florida. Completed plans call for the renovation of a one-story above grade elderly care / assisted living facility.

Replacement of two air-cooled chillers, two chilled water pumps, two hot water boilers, four hot water pumps, and hydronic system reconfiguration in the chiller yard and boiler/pump rooms. Scopes of work include mechanical, electrical, and control requirements for this replacement and upgrade. Pre-qualification requirements: Bids are solicited from Pre-Qualified Bidders only. Existing Systems Overview Chiller Plant The Chiller Plant consists of two York Air-Cooled Chillers, model YLAA0175HE46, 171.4-Ton capacity. The chilled water distribution includes primary-only, variable speed pumps CHWP-1 and 2. Each pump has a Variable Frequency Drive (speed control) with electronic bypass. Existing chillers are sized for approximately 48% of the sum of all cooling coils (diversity) with pumps sized for operation of both chillers on one pump including a safety margin. Despite this, FDVA has confirmed that generally only one chiller (when fully in service) has been needed to provide cooling capacity. It is possible to expand chiller capacity but would require additional expense, extension of housekeeping pads and potentially expansion of the chiller yard further into the parking lot. Chilled water bypass control valves are installed in AHU-3 and AHU-4 mechanical rooms and modulate as needed to maintain chiller flow rate above minimum flow requirements (low load / winter operations). PEG has observed inconsistencies in the automated control of these valves.
