Site work and paving for a road / highway in Ames, Iowa. Completed plans call for site work for a one-story above grade road / highway.

Sealed bids will be received by the Iowa Department of Transportation for various items of construction and maintenance work. A listing of projects open for bids and details for each project will be available to potential bidders and suppliers three weeks prior to the letting date. Plans, specifications, and proposal forms may be viewed at the Office of Contracts until noon on the day prior to letting. Bid submission must be made through the Bid Express website. Official bid submission deadline is as per the cut-off listed on Bid Express for a given letting. Each bidder shall submit a proposal in accordance with Article 1102.09 of the Standard Specifications. Proposals received after the deadline or with reservations not provided in the forms will be rejected. A proposal guaranty/bid bond is required with each bid as per Article 1102.11 of the Standard Specifications. The contracting authority will issue an exemption certificate for building materials, supplies, and equipment used in the contract. Failure to execute a contract and file an acceptable performance bond and insurance certificate within 30 days of the award approval is grounds for denial of the award and forfeiture of the proposal guaranty. The Iowa DOT reserves the right to waive technicalities and reject any or all bids. On federal-aid projects where Disadvantaged Business Enterprises (DBE) goals are established, Form 102115 must be included in the bid. On projects without DBE goals, contractors must show affirmative action to seek and consider DBEs as potential subcontractors. The contracting authority will determine bid award based on the lowest bid combination for projects listed in multiple proposals. Minimum wage rates for federal-aid projects are set forth in the specifications, excluding projects off the Federal-aid Highway System. All federal-aid projects are subject to the Contract Work Hours Standards Act. Preference will be given to Iowa-grown products and coal and resident bidders against nonresident bidders from states which preference their own bidders if no federal funds are involved.
