The scope of work involves the 2023/24 Mercedes Street Improvements project. The project is funded by the U.S. Department of Housing & Urban Development Community Development Block Grant Program, requiring adherence to Texas State Prevailing Wage Requirements for Hidalgo County and Davis-Bacon Federal Wage Rates, including Certified Payroll. Materials must meet the Build America, Buy America Act requirements, which prioritize domestic content procurement preference for materials and products produced in the United States. Participation by Section 3 businesses and Women and Minority Business Enterprises (WMBEs) is actively encouraged. A detailed description of materials is listed in Section 7.16. Instructions to bidders include: - Obtain a Unique Entity Identification (UEI) Number and have ACTIVE status on the Sam.gov website. - Submit a Certificate Regarding Debarment, certified by the Urban County Program, before County Commissioners Court approval. - Submit bids in a sealed envelope or packet, properly labeled with the bidders name, address, and the bid number. - Include one original and one USB containing complete bid documents, including all bonds. - Provide Bid Security of 5% of the largest possible total of bids submitted, from a surety company listed in U.S. Treasury Circular No. 570. - Comply with any changes in applicable wage rates. - Section 3 business contractors, potential Section 3 business contractors, and WMBE contractors are strongly encouraged to submit bids.
