San Bernardino County is seeking proposals from interested and qualified proposers to provide complete fire system inspection and repair services to Arrowhead Regional Medical Center. Questions regarding the contents of this RFP must be submitted in writing in ePro on or before the Deadline for Submission of Questions. Deadline for Submission of Questions 3:00 pm PST November 25, 2025 Date for Tentative Contract Award February 2026 Contract Term Services to be provided under this Request for Proposals (RFP) are outlined under Section V, Scope of Work. The Contract period will be for a maximum of five (5) years beginning on approval by San Bernardino County Board of Supervisors or its authorized designee. Purpose San Bernardino County (County), is seeking Proposals from interested and qualified Proposers to provide Complete Fire System Inspection and Repair services to Arrowhead Regional Medical Center (ARMC). The number of awards will be determined by the quality of the proposals received. A. BACKGROUND INFORMATION Arrowhead Regional Medical Center (ARMC) is a 456-bed, state-of-the-art, acute care facility, embracing advanced technology in all patient care and support areas. ARMC offers the latest in-patient care by providing a full range of inpatient and outpatient services, four off campus community health centers, behavioral health inpatient services and numerous specialty services. ARMC is fully accredited by the Centers for Medicare and Medicaid Services (CMS) and The Joint Commission. ARMC is accredited as an American College of Surgeons Level I Trauma Center, with the second busiest emergency department in the State of California. ARMC provides emergency care for approximately 130,460 County residents, 113,769 admissions and approximately 254,000 outpatient visits annually. B. PROJECT DESCRIPTION Fire system inspection, testing, maintenance and repair of the complete fire/life safety system which includes the alarm and the fire sprinkler systems at Arrowhead Regional Medical Center according to NFPA, Joint Commission, Colton Fire Department, and other authorities having jurisdiction for the safety of patients, visitors and staff. C. DELIVERABLES/REQUIREMENTS 1. Fire Alarm System: Test, maintain, and inspect 100% of the fire alarm system components annually (or at the required frequencies based on occupancy ratings) in accordance with NFPA 72-2010 requirements, Table 14.4.5, including: A. Fire Alarm Control Panel (FACP) Equipment annually, which, at a minimum, shall include: 1. Function Test. 2. Ensure all fuses, lamps, LEDs, and switches are properly labeled and readable. 3. Clean the FACP, all relays and connections. 4. Interfaced equipment. 5. Activate each zone and test proper operation of: i. Zone light ii. Trouble lamps, switches, and devices iii. Output to remote annunciators iv. Central monitoring connection v. Auxiliary functions 6. Adjust the control components in accordance with the manufacturer's specification. 7. Primary power supply 8. Ensure the FACP is fully functional in regular mode and emergency power mode. 9. Activate each zone and test proper operation of : i. Zone light ii. Trouble lamps, switches, and devices iii. Output to remote annunciators iv. Central monitoring connection v. Auxiliary functions 10. Adjust the control components in accordance with the manufacturer's specification. 11. Ensure the FACP is fully functional in regular mode and emergency power mode. B. Interface Devices: annually NFPA 72-2010, Table 14.4.5 Relays and control elements that connect the fire alarm system to other devices, such as magnetic door hold-open devices, magnetic locks, elevator recall, smoke dampers, preaction or dry pipe valves, etc. All other interface devices must be tested annually. This is a test of the actual relay or control element that connects the fire alarm system to some other system or device. It is not a test of the other systems listed above. C. Smoke Detectors, annually, NFPA 72-2010, Table 14.4.5 1. Visually inspect for damage. 2. Clean at a rate of 100% annually. 3. Clean to remove any dirt, dust and/or deposits or replace with backup detector, which has been previously cleaned. 4. Must be tested using smoke simulation device approved by the manufacturer into the detection chamber (3 to 5 second response) or other appropriate test approved by ARMC Facilities Management. 5. Check operation of any indicator lamps or auxiliary relays. 6. Test for proper operation in trouble condition. 7. Sensitivity test at a rate of 50% annually, or 100% every two years. i. Test sensitivity in accordance with the manufacturer's specifications using the appropriate and approved testing devices. ii. Record results of sensitivity test. iii. Clean any detector that fails sensitivity test. iv. Retest any detector that fails sensitivity test. v. Replace any detector that fails a second sensitivity test. vi. Retest any newly installed detector. D. Heat Detectors, annually NFPA 72-2010, Table 14.4.5 1. Visually inspect for damages 2. Clean to remove any dirt, dust and/or deposits or replace with a backup detector, which has been previously cleaned. 3. Heat detectors must be tested with a heat source, unless it is a non-restorable device. Test for proper operation by increasing the temperature on rate of rise type detectors or test wiring on fixed temperature detectors by shorting across terminals. 4. Test for proper annunciation. 5. Test for proper operation in trouble condition. E. HVAC Duct Detectors, annually NFPA 72-2010, Table 14.4.5 1. Visually inspect for damage. 2. Clean at a rate of 100% annually. 3. Clean to remove any dirt, dust and/or deposits or replace with backup detector, which has previously cleaned. 4. Must be tested using smoke simulation device approved by the manufacturer into the detection chamber (3 to 5 second response) or other appropriate test approved by the appropriate and approval testing devices. 5. Check operation of any indicator lamps or auxiliary relays. i. Test for proper operation in trouble condition. ii. Sensitivity test at a rate of 50% annually. iii. Test Sensitivity in accordance with the manufacturer's specifications using the appropriate and approved testing devices. iv. Record results of sensitivity test. v. Clean any detector that fails sensitivity test. vi. Retest any detector that fails sensitivity test. vii. Replace any detector that fails a second sensitivity test. viii. Retest any newly installed detector. F. Electromechanical Releasing Devices (Automatic Fire Doors) annually NFPA 72-2010, Table 14.4.5 1. Visually inspect for damage. 2. Verify signal from FACP. 3. Visually verify proper operation of hold open devices. 4. Report pass/failed device. 5. Roll Down/Sliding Fire Doors i. Visually inspect for damage. ii. Verify signal form FACP. iii. Visually verify proper operation of hold open devices. iv. Report pass/fail device. G. Valve Tamper Switches, semiannually NFPA 72-201 O, Table 14.4.5 1. Visually inspect for damage. 2. Valve must be operated until the switch is activated. Verify signal to FACP. H. Water Flow Devices, semiannually NFPA 72-2010, Table 14.4.5 1. Visually inspect for damage. 2. Water must be flowed to simulate single sprinkler head when discharged. 3. Verify signal to FACP. I. Other Supervisory Signal Devices, quarterly, NFPA 72-2010, Table 14.4.5 J. Manual Pull Stations, annually NFPA 72-2010, Table 14.4.5 1. Visually inspect for damage. 2. Replace any broken or missing rods. 3. Test for proper operation by pulling station a handle. 4. Test for proper zone annunciation. 5. Test for proper operation in trouble condition by removing wire from terminal strips. 6. Adjust set screws and switches. K. Audible Devices, annually NFPA 72-2010 14.4.5 1. Visually inspect for damage 2. Check for proper (maximum audibility). 3. Adjust devices in accordance with the manufacturer's specifications (proper decibel levels). 4. Check devices for proper sound quality. 5. Test for trouble reporting by removing a wire from device (at the device, not the panel). L. Visual Devices, annually NFPA 72-2010, Table 14.4.5 1. Visually inspect for damage. 2. Clean all devices. 3. Check from proper (maximum) visibility. 4. Test for trouble reporting by removing a wire from device (at the device, not the panel). M. Batteries (sealed lead acid type), annually NFPA 72-2010, Table 14.4.5 1. Visually inspect for any leakage or corrosion. i. Clean any corrosion from cables. ii. Check tightness of connections. iii. Adjust the charge rate in accordance with the manufacturers' specifications. iv. Disconnect electrical (AC) power and test the system while on (DC) battery power, Semiannually NFPA 72-1999, Table 7-3.2. v. Disconnect the AC power and load test batteries annually in accordance with manufacturer's specifications. 2. Remote annunciator, annual NFPA 72-2010, Table 14.4.5 N. With regards to any materials and parts used for the maintenance services the selected Proposer shall: i. Maintain a reasonable supply of parts and materials for the maintenance of ARMC's fire life safety and signaling system equipment. ii. Maintain a reasonable supply system for acquisition of additional parts, which will provide all the necessary parts either immediately or with minimal delay. iii. Ensure that all parts and materials used in the performance of the Services meet or exceed the manufacturer's original equipment specifications and shall be whenever possible and practical to use original manufacturer's equipment parts. iv. Warrant all parts and materials used in the Services be free from defects for a period of one (1) year (or in accordance with manufacturer's warranty if longer), after completion of the work. All replacement parts are to be new and the same manufacturer as equipment being worked upon.
