As of January 2025, the County's Storm Drainage Program implemented a policy of using contractors "exclusively" for cleaning and maintaining the Stormwater drainage ditches. These ditches are located throughout the 400sq miles of Accomack County. Keeping them open and functional plays an important role in road safety and protects property from flooding. Red Hill Rd & Keller Pond Rd. drains excess water from State Route 621, and the Town of Painter. Scope of Work: Red Hill Rd. & Keller Pond Rd. The successful contractor will clear and clean the drainage ditch back to its original parameters. Some projects will require a "snag & drag" approach to remove fallen trees and naturally occurring dams that restrict water flow. Other projects will require excavating leaf litter, debris and sedimentation to restore the original parameters of the ditch. This project is a combination of both. The project begins at Rt. 621 where excess sediment will need to be excavated even with the base of the culvert under Rt 621. The project will head north, feather out and transition to a snag and drag operation as it progresses downstream. It will terminate at a flagged location as the ditch enters the woods, for a total length of approximately 2,400 ft. The ditch is to be cleaned back to it's original parameters but no wider or deeper. Spoils will be left on any existing berms if available, or placed on the banks and levelled in an unobtrusive manner. In the event that a berm is created, it will be breached 5 ft for every 50 feet to allow for field drainage. Any deep tracks / ruts or "scars" left on the project site field will have to be smoothed out or back filled if necessary. Bids exceeding $50,000 must be accompanied by a bid bond in the amount of 5% of the total bid price. *If the successful bidder is awarded the contract in excess of $50,000, a contract shall be signed and a performance and payment bond furnished to the County of Accomack in the amount equal to 100% of the contract. Copies of licensure and/ or proof of insurance must accompany bid. *Accomack County payment terms are net 45 days. The County reserves the right to reject the bid of any bidder who has failed to perform properly in any way or to complete on time contracts previously awarded, or a bid from any bidder who investigation shows is not in a position to perform the Contract.
