San Francisco Public Works ("Public Works") announces a Request for Qualifications and Proposals ("RFQP") inviting interested parties to submit their qualifications and proposal for evaluation to perform pre construction and construction services for the Powell Street Improvement Project ("Powell Street Project"). Interested parties responding ("Respondents") to this RFQP are to be Construction Manager/General Contractors ("CM/GC") capable of performing pre-construction services, as well as construction services, including but not limited to, constructability reviews, cost estimating, schedule development and validation, and development of complex construction phasing and logistics sequencing that integrates engineering controls. The Powell Street Project is located on Powell Street between Market and Geary Streets in San Francisco, California. Work shall comply with all applicable building codes and regulatory agencies' standards having jurisdiction over the design, construction, and operation of the Powell Street Project. The CM/GC will be referred to as the "CM/GC Team" or "Proposer." During the Pre-construction Phase, the CM/GC Team will perform design reviews, cost analysis/reconciliation, constructability reviews, and value engineering to ensure the Project's programmatic requirements are understood and the budgetary constraints can be met. Minimum Qualifications are included in this RFQP (see Section IX). Only Proposers deemed qualified will be considered for evaluation and contract award. Proposers' deadline to submit written objections regarding the RFQP and/or other aspects of the RFQP shall be directed to ContractAdmin.Staff@sfdpw.org by no later than 4:00 PM on November 24, 2025. This contract is subject to the San Francisco Citywide Project Labor Agreement ("PLA") - see Sections 00 49 19 & 00 73 34 for PLA-applicable forms, as well as Appendix H for the Project Labor Agreement. Proposers must submit a Safety Prequalification Form, along with corresponding OSHA forms, per San Francisco Administrative Code Chapter 6 requirement for all City construction contracts. Submittal of these forms is required with Proposal submittal. Approval of this documentation and the Safety Prequalification evaluation is required prior to award. Proposers shall submit the Safety Prequalification Form via an online portal link provided in Appendix A1 - Bid Forms (Section 00 45 14), as well as below, on the San Francisco Public Utilities Commission ("PUC") site. The requirements of the Local Business Enterprise Ordinance set forth in Chapter 14B of the San Francisco Administrative Code as it now exists or as it may be amended in the future (collectively the "LBE Ordinance") shall apply to this RFQP. To be eligible for award of this contract, Proposers must agree to comply with the following Local Business Enterprise ("LBE") requirements authorized by the Equal Benefits Provisions of Article 131 of the San Francisco Labor and Employment Code, and Chapter 14B (where applicable), and their implementing Rules and Regulations. For more information regarding the Contract Monitoring Division (CMD) requirements, see also Section XIV. Once funds are certified for a particular scope of work by a trade subcontractor, the CITY acknowledges it will be obligated to pay the CM/GC the amount of funds certified by the Controller for conforming work actually performed, provided there is no offset by the City for liquidated damages, non-conforming work, or other circumstances preventing payment. The CITY acknowledges that the CM/GC and its trade subcontractors are not obligated to perform any work related to awarded trade packages to the extent such work is not covered by funds certified by the Controller for the project. In the event of delays in the availability of additional funding, the CITY reserves all rights to suspend or terminate the Contract for convenience as set forth in the General Conditions, Section 00 72 00, Article 14.
