Demolition, site work and new construction of a water / sewer project in San Francisco, California. Completed plans call for the construction of a one-story above grade water / sewer project.

The objective of the project is to construct a new chemical storage and delivery system, located closer to the injection site and meeting regulatory and seismic standards identified in Wastewater Enterprise level of service. The old or existing system will be demolished upon construction of the new system. The work is to be performed in San Francisco, California. No contractor or subcontractor may be listed in a bid or be awarded a contract for public work on this project unless registered with the DIR per California Labor Code Section 1725.5, with specified limited exceptions. This project is covered by the Water System Improvement Program Project Labor Agreement and Extension Agreement, and these agreements are incorporated into and made part of any contract awarded. Bid discounts may be applied, with a Local Business Enterprise (LBE) subcontracting requirement of 15%. Only CMD certified San Francisco Micro and Small-LBEs can be counted towards the LBE subcontracting participation, not exceeding 20% due to specialized equipment and work involved. PUC-LBEs, Prime, and Joint Venture LBEs cannot be counted towards fulfilling this requirement. All bidders must submit documented Good Faith efforts unless they exceed the LBE subcontracting requirement by at least 35%. Certain subcontracting opportunities may include C-8 Concrete, C-10 Electrical, C-12 Earthwork & Paving, C-36 Plumbing, and D-24 Metal products. All LBE subcontractors listed must be CMD certified in the scope of work performed. Bidders are encouraged to attend pre-bid and site inspection meetings. Bidders are required to pass Safety Prequalification prior to SFPUC considering their bid, in accordance with the stated requirements. A Class “A” California Contractors License is required. Each subcontractor must possess appropriate, active licenses for the work to be performed. All bids and contracts are subject to review and certification as outlined, including compliance with the Equal Benefits Provisions and San Francisco Local Hiring Policy for Construction. If a bidder objects to any bid specification or legal requirement imposed, written notice must be provided no later than the 10th working day prior to the date of bid opening, specifying the grounds for the objection. The estimated value of the project is $12,500,000, and the contract may be awarded to the responsible bidder submitting the lowest responsive bid.
