Site work for a water / sewer project in San Diego, California. Completed plans call for site work for a water / sewer project.

The project includes furnishing all labor, materials, equipment, and supervision necessary to construct new and replacement electrical infrastructure that supports terminal operations, electric vehicle charging, and harbor craft shore power systems. Base Bid A includes construction of new 15 kV medium-voltage infrastructure consisting of switchgear, transformers, switchboards, pad-mounted switches, panelboards, duct banks, conduits, manholes, pull boxes, grounding systems, and all associated civil, paving, and restoration work. The work also includes installation of Electric Vehicle Supply Equipment (EVSE), comprising six charging towers and twelve dispensers, performed exclusively by EVITP-certified electricians. Additional work includes exterior lighting, telecommunications and fiber optic cabling, protective bollards, and field testing, startup, commissioning, and equipment training for Port personnel. Base Bid B includes construction of a new Harbor Craft Shore Power Outlet system consisting of a shore power vault, 480V switchboard, 15kV load interrupter switch, transformers, panelboards, conduit, cabling, grounding, fencing, and associated civil improvements. Work also includes integration with existing medium-voltage systems, testing, and commissioning in coordination with terminal operations. Additive Bid C includes Port Tenant "Jankovich" electrical upgrades, consisting of new switchboard and transformer installations, conduit and duct bank construction, grounding systems, protective fencing and bollards, electrical cut-overs, temporary generator power, and coordination with SDG&E for final energization. Questions received after the date stated here will not be accepted. Emails and faxes will not be accepted. Responses from the Port will be communicated via online. All work shall comply with applicable codes, permits, and funding agency requirements, including the U.S. Environmental Protection Agency (EPA) and San Diego County Air Pollution Control District (APCD) grants, and Build America, Buy America (BABA) provisions. The total contract duration is 540 calendar days from Notice to Proceed. Liquidated damages are $5,000 per calendar day for late completion. The SBE participation goal for this proposal/bid/quote is 8% (eight percent). Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening. Bidder shall file the bonds as required by the Contract and Civil Code section 9554. The provisions of Public Contract Code section 22300 apply to this Contract. Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, "Contractor's Insurance," of the Section 5.0, General Condition. In the public interest, the Port reserves the right to reject any or all bids, or to waive any informality in a bid. No Bidder may withdraw a bid after the date set for bid opening. SUMMARY A This section provides a summary of the Work described in the Contract Drawings and Specifications. This summary is a brief description of the Work and the requirements for executing the Work. This information is supplemented by the information contained in the Contract Drawings and Specifications and by any regulations, codes, certifications, notices, etc. that may be enforced or required by jurisdictions that have authority over the Work. This section also outlines general compliance obligations related to federal and regional funding sources including the U.S. Environmental Protection Agency (EPA) and the San Diego County Air Pollution Control District (APCD).Scope of Work 1. In accordance with the Contract Documents, the Contractor shall furnish all labor, materials, equipment, transportation, supplies, systems, and disposal as necessary to complete the construction of Electrical Improvements Phase 4 at TAMT as shown in Drawing No. TA-2024-01 and as described in Specification No. 2024-06 of the San Diego Unified Port District. All work shall be performed in accordance with the Contract Documents, applicable codes and permits, and requirements of grant funding agencies, including the EPA and APCD (see Exhibit H). The Contractor shall perform the Work in accordance with the Contract Documents, including the Base Bid Schedule and Additive Bid Schedule, a. The Work shall include, but not be limited to the following: 1) General Bid Information: (a) Base Bid A: 15kV infrastructure improvements (b) Base Bid B: Jankovich yard improvements (c) Additive Bid C: Harbor Craft Shore Power Outlet 2) Mobilization/Demobilization3) Contractor shall prepare, implement, and maintain a site specific health and safety plan. 4) Prepare, implement, and maintain Construction Best Management Plan as specified in Section 01 57 23 .03. 5) Utility verification 6) Site Demolition and removal (a) Sawcut concrete and asphalt, removing, hauling/recycling of existing concrete and asphalt pavement section. Haul and dispose of surplus unclassified excavation to the appropriate certified landfill. (b) Prepare material survey for old switchgears, transformers and cables to determine if these materials contain asbestos and lead. The switchgears, transformers and cables that are required to be removed are identified on the contract drawing. It is anticipated that these old switchgears and cables may contain asbestos and lead. The abatement of lead and asbestos containing materials shall confirm to the requirements of Section 02 08 00 and Section 02 08 10. (c) Perform Conduit Mandrels to verify the integrity of the existing conduit run prior to installing cables. The existing conduit that are proposed to be used are identified on the contract drawing. (d) Remove and dispose of medium-voltage conductors and switchgears as identified on the contract drawing. 7) Excavation: (a) Trenches for ductbanks, including saw cutting, excavating, back filling, placing conduit, and replacing the existing pavement. (b) New manholes including saw cutting, excavating, back filling, placing conduit, and replacing the existing pavement. (c) Handling, removing and disposing of any potentially hazardous soils, based on previous environmental site assessment, and technical memorandum (see Exhibit C), it is not anticipated that hazardous soil will be encountered in the proposed trenching alignment and demolition area for the equipment pads, however if the field test shows any hazardous soil, Contractor shall follow the procedures listed on the TAMT Burn Ash Management Plan (See Exhibit D). Excavated material to be disposed off-site shall be stockpiled, tested, characterized and profiled per Exhibit D, "Burn Ash Management Plan 10th Avenue Marine Terminal. (d) Dewatering: Based on previous boring and record drawing, groundwater has been encountered at an approximately 5.5 to 10 feet below existing ground, Exhibit E. Dewatering is not anticipated during normal trench excavation, however
