Proposals should align with the Washington Clean Air Act and support compliance with the Washington State Clean Buildings Standard, with energy-saving features such as heat recovery systems and VFDs encouraged. Contractors must adhere to all prevailing wage requirements, applicable building codes, and provide a performance bond equal to 100% of the contract price. Up to 5% of the contract value will be withheld as retainage until project completion, unless a retainage bond is submitted. Electronic submission of bids is required through OpenGov Procurement.
