Question Submission Deadline November 17, 2025, 4:00pm The project involves the first phase of a comprehensive HVAC system upgrade, focusing on boiler replacement for the Law and Justice building. The selected contractor will be responsible for the decommissioning and removal of the existing electric and gas boilers, and installing new boilers indoors to improve maintenance access and system resilience. Key evaluation criteria include cost-effectiveness, minimization of downtime, energy efficiency, contractor availability and parts lead times, and relevant experience and references. Proposals should align with the Washington Clean Air Act and support compliance with the Washington State Clean Buildings Standard, with energy-saving features such as heat recovery systems and VFDs encouraged. Contractors must adhere to all prevailing wage requirements, applicable building codes, and provide a performance bond equal to 100% of the contract price. Up to 5% of the contract value will be withheld as retainage until project completion, unless a retainage bond is submitted. Electronic submission of bids is required through OpenGov Procurement. Minority, veteran, and women-owned firms are encouraged to submit qualifications, and the process is subject to equal opportunity and affirmative action provisions. A mandatory preproposal site walk is specified. We are seeking qualified vendors to support the first phase of a comprehensive HVAC system upgrade at our facility, with an immediate focus on boiler replacement.
