The work to be done includes, but is not limited to, asphalt concrete pavement cold milling and repaving. The work also includes, but is not limited to, traffic control, adjusting utility manholes and water valves to grade, re-establishing survey monuments, painting striping and legends, applying pavement markings, and installing new illuminated street name signs and vehicle traffic signal heads. The Contractor must have an A General Engineering Contractor License in good standing at the time of contract award and maintain such license for the duration of the contract. No bid will be considered unless made on a proposal form furnished by the City. All proposals and bids must be accompanied by cash, a certified bank draft, or a bond from an accredited surety company, payable to the City for an amount not less than 10% of the bid submitted, to be forfeited if the successful bidder fails to enter into a contract within 10 days of receipt of Notice of Award. The successful bidder must furnish a Labor and Materials Bond and a Faithful Performance Bond, each for 100% of the contract amount, secured by a surety company satisfactory to the City Attorney. The City reserves the right to reject any or all bids, waive any informalities, and make awards in the City's best interest. The work to be done consists of furnishing all labor, materials, methods or processes, implements, tools, and machinery necessary for and appurtenant to the construction and completion of the work in accordance with the contract, and to leaving the site in a neat, clean, and orderly condition upon completion of the work Should it appear that the work to be done, or any of the matters relative thereto, are not sufficiently detailed or explained on the contract drawings or in the specifications, or in the event of any doubt or question arising respecting the true meaning of the specifications, the Contractor shall apply to the City for such further explanation as may be necessary and the City's decision shall be final and binding.
