Reconstruction of approximately 2,470 feet of Bannock Street, beginning at the intersection of 3rd West Street to past 5th West Street, including intersection tie-ins. Work includes removal of the existing bituminous surface, placement of granular subbase and base to bring to new grade, and repair of any unsuitable subgrade areas as encountered. Other items include adjustment of manhole covers and valve covers, installation of 12 storm sewer pipe, pavement markings, and concrete gutters. Sealed bids will be accepted only from General Contractors previously approved by the city. Bidders must obtain contract documents through the specified process, be placed on the plan holders list, and comply with all specified instructions, including bid security, performance and payment bonds, and project administration requirements. Qualified small, minority, and women-owned businesses are encouraged to submit bids, and bidders using subcontractors are required to make a good faith effort at soliciting participation from these groups. The contract shall be awarded to the responsible certified resident making the lowest bid if not more than 5 percent higher than the lowest responsible non-resident bidder. Resident bidders must submit a certificate of eligibility. All questions must be directed in writing to the project engineer, and no clarifications or questions will be answered three days before the bid date. The owner reserves the right to waive any informalities or to reject any or all bids if in the best interest of the owner.
