Working plans call for the renovation of a transportation facility; for site work for a transportation facility; for outdoor lighting for a transportation facility; and for paving for a transportation facility.

Oneida County is requesting proposals from qualified airport engineering firms to provide planning, design, and construction management services for airfield lighting improvements at the Oneida County Airport. The County anticipates that improvements may include work on portions of the runway lighting system, taxiway lighting system, airfield electrical components, conduit, and related infrastructure. The final project scope will depend on funding availability, bid pricing, and priorities established by Oneida County. Project materials provided by the County are for reference only and do not constitute a fixed scope of work. The selected consultant must be prepared to perform any combination of the following tasks. The final contracted scope may include all, some, or a modified version of these tasks. A. PLANNING & PRELIMINARY ENGINEERING (As Needed) * Review airport documents, maps, and prior infrastructure improvements. * Assist the County in refining project scope based on funding, timelines, and priorities. * Provide preliminary engineering analysis as required by Idaho Division of Aeronautics or other agencies. DESIGN & TECHNICAL SERVICES * Design improvements or replacements related to runway lighting, taxiway lighting, segmented circle lighting, and other airfield electrical components. * Validate or design conduit routes, electrical distribution systems, lighting configurations, and control panel upgrades. * Prepare construction drawings, technical specifications, and engineer's cost estimates. * Ensure all design work complies with FAA Advisory Circulars and State of Idaho requirements. BIDDING SUPPORT * Prepare bidding documents for the final scope selected. * Assist with advertising, responding to contractor questions, and preparing addenda. * Attend pre-bid meetings, evaluate bids, and recommend award. CONSTRUCTION ADMINISTRATION & OVERSIGHT * Conduct pre-construction meetings and progress meetings. * Review submittals and shop drawings. * Provide periodic or full-time construction observation, depending on scope. * Coordinate with any in-kind labor providers identified by the County. * Review contractor payment applications. * Develop punch lists and oversee project completion. * Provide as-built drawings and assist with project closeout documentation.
