This RFLOI is to solicit responses (LETTERS of INTEREST, or LOIs) from qualified firms to provide professional consulting services to: The High Point Metropolitan Planning Organization (HPMPO), on behalf of the City of High Point Department of Transportation (HPDOT). The City of High Point is located in the middle of the Piedmont Triad in North Carolina. As the city continues to grow, it is committed to developing a robust multimodal network to help the city achieve its mission of “creating the single most livable, safe and prosperous community in America”. The HPMPO PL-104 will fund 80% of the Comprehensive Pedestrian and Bicycle Plan, which is listed in the HPMPO’s FY2026-2027 Unified Planning Work Program. HPMPO staff will serve as the project manager, project oversight, and the fiduciary agent. Project Management: Task 1.1: Stakeholder Identification Identify and engage stakeholders, including community members, local businesses, neighborhood groups, schools, and advocacy groups. Task 1.2: Project Kickoff Meeting Conduct a kickoff meeting with key stakeholders, including City staff, community representatives, and partner organizations. Task 1.3: Project Management Report and Invoicing Hold bi-weekly meetings with the Project Management team to work through project logistics and prepare materials. The consultant will provide monthly reports to the Project Management Team outlining completed tasks and those that have made progress. This will include monthly invoices to be processed through the MPO. The final invoice should be established for processing before June 30th, 2027 Task 1.4 Steering Committee Meetings Work with the project steering committee to draft proposals and recommendations and to vet draft sections of the Pedestrian and Bicycle Plan.
