Renovation of a municipal facility in Cleveland, Ohio. Completed plans call for the renovation of a 72,388-square-foot, six-story above grade municipal facility.

The City of Cleveland is seeking qualified Design-Build Team Partners to provide professional Architecture, Engineering, and Construction services for the Cleveland City Hall Copper Roof. The project scope includes the upper copper roof down to the knee wall that houses the built-in gutters. The preliminary design criteria, schematic roof plan, and facility condition assessment will serve as the basis for the project intent. The project will be managed by the Mayor's Office of Capital Projects through the Division of Architecture and Site Development, and is considered a Traditional Design-Build approach. Bidders are expected to refer to the attached Design Criteria drawings, Roof Plans, and Facility Condition Assessment for the reference of work and services. The submission must be made electronically. AREA OF FACADE RENOVATION: 33,843 SF AREA OF ROOFING RENOVATION: 38,545 SF The City of Cleveland ("City" "Client" "Owner") is seeking qualified Design-Build Team Partners ("Contractor" "Design-Builder" "D-B" "D-B Team" "Consultant") to provide professional Architecture, Engineering, and Construction services for the Cleveland City Hall Copper Roof. The Project is considered a Traditional Design-Build, and will be managed by the Mayor's Office of Capital Projects (MOCAP), through the Division of Architecture and Site Development (DASD). MOCAP oversees the administration of the City's Capital Improvement Plan (CIP) for all City-owned facilities, outdoor spaces, and infrastructure, working through its three divisions: the Division of Architecture & Site Development, the Division of Engineering & Construction, and the Division of Real Estate. The mission statement for MOCAP is: To provide for the planning, designing, construction, and preservation of the City of Cleveland's facilities and infrastructure through collaborative and comprehensive planning, leadership in management, excellence in sustainable design and technical expertise, and quality construction based on integrity and professionalism. Question Submission Deadline November 21, 2025, 12:00pm - Questions should be directed/addressed via City's OpenGov e-Procurement Portal Question & Answer feature. Question Response Deadline November 24, 2025, 5:30pm Site/Civil o Plan showing new and existing buildings or structures, principle features such as drives, walks, parking, drainage, play field, athletic fields, landscape features, retaining walls, etc. o Plan showing new grade contours, storm water retention, and utility services o Symbol legends and general notes. Architectural o Building floor, ceiling, and roof plan(s) indicating spatial relationships, basic dimensions, circulation areas, doors and window openings, and location of fire rated elements. o Primary exterior elevations noting principle materials on color board. o Preliminary building cross sections through all floor and/or roof changes in elevation. o Symbol legends and general notes. o Preliminary Code and Zoning Analysis including but not limited for wall, floor, ceiling, and roof fire ratings; plumbing fixtures; separation/ use groups; exiting; travel distances; and other life safety requirements. o A-E specification TOC at a minimum. Interiors Space planning of major or typical interior spaces indicating basic FFE layout. o Preliminary, physical color schemes on color boards for discussion with the City. o Primary, special interior elevations as required. o Highlighted and colored review boards with inspiration imagery for City reference. o Symbol legends and general notes. Structural o A constructability review with the engineer and a narrative input. o Input of structural systems for architectural plans and sections. o Symbol legends and general notes. Mechanical o Design Criteria input on basic systems description including notes of consultations with public agencies and authorities on utility services and requirements. o Plans showing building systems in diagrammatic form. o Concurrence with Architect on sizes and location of mechanical rooms. o Input on basic clearances required for distribution systems. o Symbol legends and general notes. Plumbing and Fire Protection o Design Criteria input on basic systems description including notes of consultations with public agencies and authorities on utility services and requirements. o Plans showing building systems in diagrammatic form. o Concurrence with Architect on sizes and location of mechanical rooms. o Input on basic clearances required for fixtures and distribution and drain systems. o Symbol legends and general notes. Electrical o Design Criteria input on basic systems description including notes of consultations with public agencies and authorities on utility services and requirements. o Plans showing building systems in diagrammatic form. o Concurrence with sizes and location of electrical rooms. o Input with Architect on basic clearances required for panels, fixtures, and distribution systems. o Symbol legends and general notes.
