The project involves tree trimming on SR 116/Marrowstone Island. The first section of the work is between SR116 and Oak Bay Road and the bridge at Indian Island. The second section is between the overhead on Marrowstone Island, along SR116 to the gate of Fort Flagler State Park. The general scope of work is as detailed in the provided drawings and specifications. Bids must be submitted in a sealed envelope with specific bidder and bid information on the exterior. Proposals must be completed in ink or typewritten, with any alterations properly initialed and dated. The awarded contractor will be required to submit certain documents, including an electronic copy of the Proposal Table upon request. Bid security in the form of a certified or cashiers check or bid bond of 5% of the bid amount must accompany each bid. All work is subject to Washington State prevailing wages. All contractors and subcontractors must be licensed to conduct business in Washington State. Bids must be submitted on the Districts Proposal Form. Disadvantaged Business Enterprises, including Small, Minority-, and Women-Owned Businesses, are encouraged to submit bids. Contract documents may be reviewed at the Districts office or downloaded from its website. Bids received after the deadline will not be considered. Pre-qualification requirements: Bidders must be on the Districts Pre-Qualified Electrical Workers Roster and prequalified in accordance with Washington State Regulations (RCW 54.04.085) prior to submitting a bid proposal. A bid guaranty, payment bond, and performance bond are required for the awarded contract. Retainage applies to all payments. Only prequalified contractors are invited to submit a bid. SCOPE OF WORK The Contractor will provide all supervision, labor, tools and equipment necessary to prune, cut, remove, and dispose of trees and brush on approximately six (6) miles of Jefferson PUD 11 Feeder. Trim areas are highlighted in magenta on the attached maps. The project will begin at JeffPUD utility pole 638024-153335 and end at pole 638200-15348. This section of feeder is just before Indian Island. One on Marrowstone Island the work will begin at JeffPUD utility pole 637692-118422 and proceed along SR116 to utility pole 640167-154369 at the entrance of Fort Flagler State Park. The contractor shall be responsible for all flagging services required for this project. All of the work will be taking place on Washington State Department of Transportation roadways. Contractor awarded the project will need to provide TCS information to JeffPUD for submission of maintenance requests to WSDOT. All questions, and clarifications must be requested in writing and directed to the General Manager no later than three (3) days prior to the due date specified in the Invitation to Bid
