The work generally consists of the rehabilitation of the existing meter pit and valve vault, adding an active mixer to the existing 250,000 gallon stand pipe and clearwell, booster pump station, building, electrical, controls, instrumentation, and SCADA to control and monitor the new process; piping, valves, hydrants and appurtenances. All bids submitted shall be clearly marked on the outside of the sealed envelope to indicate them as bids. Bidders are required to undertake specified affirmative efforts regarding the increased use of disadvantaged business enterprises at least sixteen days prior to bid opening. Bidders are also required to comply with the President's Executive Order No. 11246, as amended, with requirements for bidders and contractors explained in 41 CFR 60-4. Proposals must declare that only persons or parties interested in the proposed work as Principals are those contained in the Proposal, and that the Proposal is made without collusion with any other person, firm or corporation. All proposals must be made on the Proposal forms furnished by the Owner's Project Engineer and contain the signature of the Bidder. The Owner may waive any informalities or minor defects or reject any or all bids, and determine which is the lowest, responsive, responsible bid based upon the Base Bid for the work.
