There is no charge for individual tabsheets. Provide all labor, supervision, parts, materials, tools, equipment, transportation, and incidentals necessary to perform roofing services including roof repairs, replacement, and maintenance at various locations in Topeka, KS. Bidders must adhere to all specifications, terms, and conditions as outlined, and submit proposals by the specified deadline. Veterans Services (KOVS) to furnish roofing repair, demolition, and installation on an as-needed basis. Services will be provided as needed at all KOVS facilities. Included as part of this document is a request for quote for hourly rates. The value of the projects contracted under this agreement will typically be under $500,000.00 dollars and over $2,000.00 dollars. All projects required under this contract will be executed under the general conditions that have been attached. All prices for work are to include all labor, materials, equipment, tools, transportation, supervision, permits licenses and taxes. Projects over $500,000.00 may go out for bid AUTHORIZED CONTRACT USERS: The primary contract users will be the Kansas Veterans' Home in Winfield, KS, the Kansas Soldiers' Home in Do dge City, KS and the four State Veterans Cemeteries in Fort Do dget, KS, WaKeeney, KS, Winfield, KS and Manhattan, KS. Kansas Names of specific individuals authorized to place requests for services will be provided, to the successful bidder. The contractor is responsible for verifying that the request is being made by an authorized contract user. STAFFING AVAILABILITY: Must be available for scheduling seven (7) days per week for Emergency Services. Normal business hours are from the hours of 8 a.m. to 5 p.m., depending upon the project. Duration of each assignment is dependent upon the scope of the project. If overtime is necessary to complete a job during the weekend, prior approval must be obtained in written form between the agency and contractor. SCOPE OF WORK: The contractor must have personnel and equipment to adequately respond to the needs of KOVS. This will include select repair, demolition, and installation of roof structure, plywood underlayment, felt, shingles, other roofing materials as needed, roof venting, gutters, and downspouts, flashing, sealants, penetrations and skylights to ensure the roofing system is complete and watertight. All work installed under this contract shall be installed per current IFC, IBC and NFPA codes as published by the State of Kansas Department of Administration, Office of Facilities and Property Management, Design, Construction and Compliance. The contractors bidding on this contract are expected to be familiar with these codes and their requirements. Any code interpretation questions shall be directed toward the contract user. This contract will cover two types of projects, those deemed Emergency Services Projects and those deemed Normal Projects. Emergency Services will be handled as follows. The contractor will be notified verbally of work required and the emergent situation. Upon being notified the contractor shall respond per the requirement of "Lead Time" below. If the contractor is available, work shall be done on a time and materials basis adhering to the hourly rates submitted by the contractor for such services. LEAD TIME: Lead time may be two (2) hours to one (1) week or more as follows: 1. Contractor will confirm or state unavailability within four (4) hours after a request is made for services that will commence within one (1) to five (5) working days following the request. 2. The contractor shall provide a list of proposed employees for each project prior to the start of work. The agency reserves the right to reject any employee who, in its reasonable judgment, does not meet the requirements or standards for the project. Final determination of employee suitability may be made by the agency representative. 3. Disputes involving such issues shall be referred to the authorized contract user as defined above
