Purpose for Request and Background The City of Topeka is requesting proposals from qualified design firms to provide Inspection Services for construction projects during calendar year 2026. More than one (1) firm may be selected. Services will include inspection of City of Topeka projects and other projects as needed. It is anticipated that the City will require one (1) individual to perform 1,040 hours of inspection services on various projects. Staffing and workload may require additional individuals for part-time inspection services. The City does not guarantee that all 1,040 hours will be needed or utilized. In addition, testing services for common materials testing must be available, which may be accomplished through a qualified third party. Examples include: A. Asphalt density and binder tests B. Gyratory compaction, Marshall stability, and flow tests C. Standard soil proctors D. Concrete strength and slump tests E. Nuclear density test F. Aggregate gradations All testing shall follow ASTM standards, and the materials testing firm must be properly accredited. The selected Firm will enter into a contract with the City of Topeka. The resulting contract will be a cost-plus-fixed-fee, not-to-exceed per task order. The duration of the contract will be for one (1) year from date of execution with the option to renew for up to three (3) one year periods upon written agreement of both parties. Direct and overhead rates may be renegotiated during the renewal period. The selected firm(s) will report to the Public Works - Engineering Division staff. Most projects assigned will utilize funding from the citywide 1/2 cent sales tax.
