Each envelope must be clearly labeled with the bid information and the bidder's name and address. Bids for lease or rental programs will not be considered. The City of Newton reserves the right to reject any and all bids, waive technicalities, informalities, or irregularities, and to award the contract to the vendor whose offer best meets the requirements and best serves the interests of the City. Inquiries and/or questions pertaining to the provisions and specifications for this bid shall be directed to Ms. Brenda Ternes, IT Director by email to bternes@newtonkansas.com. The intent of these specifications is to provide defined items for a City-Wide Phone system to be used by all departments and buildings within the organization. Listed equipment shall be the manufacturer's standard. No such item of equipment or accessories shall be removed or omitted for the reason that it was not specified in the bid. Except where otherwise noted, items specified are considered minimum acceptable. The equipment shall be new, unused, and the same as the manufacturer's current production model. Accessories not specifically mentioned herein, but necessary to furnish a complete unit, shall be included. Equipment must conform to the best practice known to the trade in design, quality of materials, and workmanship. The successful bidder must furnish proof that they are capable of providing parts, service and repair to equipment specified. Bidder shall furnish in writing, the manufacturer's standard warranty terms and conditions that he agrees to administer. Service facilities should be located within the state of Kansas, however consideration will be given to bidder's field technical support system where service facilities are located beyond. The successful bidder shall provide on-site operation and maintenance instruction during setup and configuration and prior to full system roll out. It is the intent of these specifications to obtain a city-wide phone system suitable to the service demands of the City of Newton. All installations shall be made in a neat and workmanlike manner and all equipment furnished shall be subject to the approval of the Information Technology Department. The City of Newton reserves the right to accept bid for a given system.
