Summary Pierce County seeks proposals from owners of affordable housing who need additional funds to supplement ongoing operating and maintenance (O&M) costs for housing units that are affordable to very low-income households. The intent of the funding is to bridge the gap between the below market rents charged at affordable housing properties and fair market rents, allowing them to avoid a negative cash flow while adequately funding reserves. The O&M funding must be for projects with housing units located in Pierce County including all the incorporated cities and towns within Pierce County and all unincorporated areas of Pierce County. Background Funding for this solicitation is derived from the County's Affordable Housing Document Recording Fee Fund (SHB 2060) as authorized under RCW 36.22.178 (and amended by RCW 36.22.250), which finances affordable housing projects that serve households at or below fifty percent (50%) of the Area Median Income (AMI) for Pierce County, as published by the U.S. Department of Housing and Urban Development (HUD). It is the County's goal to ensure that owners of housing units rented to very low-income households have the additional funding support needed for operations and maintenance costs that cannot be covered alone with the income received from unsubsidized, below market rents. Question Submission Deadline: December 5, 2025, 4:30pm All questions must be submitted within the County's eProcurement Portal Question Response Deadline: December 9, 2025, 4:30pm Initial Evaluation Completion: January 2026 2060 Steering Committee Review: Estimated 6 Weeks Following Initial Evaluation Estimated Date of Notice of Successful Proposer(s): February 2026 Estimated Date of Contract Execution : March 2026 Description of Solicited Services The intent of the O&M funding is to provide support for owners of unsubsidized affordable housing projects that are charging below market rents and are unable to generate sufficient revenue to cover the operating expenses of the building or buildings. The intent of the funding is not to subsidize agency operating revenue deficits, service funding deficits, program deficits, debt service, or other funding gaps unrelated to the operation of the building(s). The owner of the project must be able to demonstrate that operating income for the project is not sufficient to cover operating expenses. Only permanent rental housing and transitional rental housing projects are eligible for Operations and Maintenance funding. Permanent rental housing is defined as the tenant having no time restriction on tenancy and the tenant has a lease with the owner in the household's name. Transitional rental housing is defined as the tenant being allowed to reside in the property for up to two years and the tenant has a lease with the owner in the household's name. In addition: Eligible tenants: All tenants residing in units provided O&M funds must have gross household income at or below fifty percent (50%) of Area Median Income (See Section 4.6 Income Limits). Maximum tenant rents: Rents in units receiving O&M must not exceed Low HOME Rents minus utilities (See Section 4.7 Rent Limits). Property Standards All units assisted with O&M must be free of deficiencies in accordance with HUD Housing Quality Standards (HQS). All units must be free of Lead Based Paint hazards. Requirement will be verified through on-site inspection by County staff. Maximum Award Maximum O&M award shall not exceed the difference between fair market rent and actual rent charged to the tenant. Ineligible Units Units within projects receiving project-based Section 8 vouchers or units within projects occupied by tenants with tenant-based Section 8 vouchers are not eligible to receive funding. If the tenant in a Transitional Housing unit has entered into a Program Agreement with the operating agency leasing from the owner, the unit is not eligible for the O&M fund.
